Directions for Bicycle Lending Management by the Bicycle Story House, Kinmen National Park Headquarters

1. Purpose

The Kinmen National Park Headquarters (hereinafter referred to as the Headquarters) hereby establishes the following Directions in response to the government’s eco-friendly policies in offering a new service to the community. The Bicycle Story House (hereinafter, the House) shall offer bicycle lending services, thereby promoting environmentally friendly ecotourism and reducing the environmental impact recreational activities have on ecological tourism locations.

2. Lending Time

a. Lending shall be administered at the front desk of the House every day from 8:30am to 4:20pm (with the exceptions of when the House is closed on Lunar New Year’s Eve and during periods when the government orders the closure of offices).
b. Lending times in July and August shall be from 8:30am to 5:20pm.

3. Returning Time

Bicycles shall be returned by 4:50pm on the day of lending, or by 5:50 in the case of July and August.

4. Renting Procedures

a. Each person is limited to renting one bicycle at a time. Charges will be based upon borrowing frequency regardless of vehicle type. Each time a bicycle is lent a charge of NT$50 is payable.
b. High schools, vocational schools or other schools and organizations with business needs which contact the Headquarters to request the bicycle service, as well as events organized by the Headquarters, are exempt from renting fees.
c. Renters shall fill out the Bicycle Loan Request Form and provide a valid personal photo ID (such as the National Identification card, driver’s license, student ID, IC Insurance card, etc.) as a pledge, which will be returned when the bicycle is returned to the House.
d. This service is for those of age 8 and above with experience riding bicycles (excepting those whose height is below 130cm or whose feet are unable to easily reach the ground from the bicycle seat); those below age 12 must have a parent, legal guardian, or accompanying adult request in their stead.

5. Important Regulations for Renters
a. The riding range shall be limited to the bicycle lanes within the Zhongshanlin area.
b. To ensure safety, renters shall check the condition of the vehicle before riding, for example whether the brakes and tires are in normal condition; riders shall also wear a safety helmet or other protection gear.
c. While cycling, renters shall abide by the safety regulations, give way to pedestrians, not ride with passengers, beware of cycling speed, and proceed with due caution.
d. In the event of a storm, typhoon, or bad weather, the House shall stop lending bicycles for use in order to ensure the safety of cyclists.
e. Renters shall be responsible for their own physical safety during the period of renting; the bicycles shall not be transferred to another person for use.
f. Renters shall be responsible for the appropriate and reasonable operation of the bicycle, which must be returned in the condition when lent. If inappropriate usage leads to damage or malfunction of the bicycle, the renter must compensate by paying the costs of repair. If the bicycle is lost, the renter must compensate by paying the bicycle’s original sales price.

6. These Directions shall be effective starting July 1, 2017
