The Cooperative & Civil Associations Preparatory Office

Under the Cooperative & Civil Associations Preparatory Office, there are four sections, each of which is in charge of the following matters:

Social Associations Section

This Section deals with matters relating to the study and interpretation of laws and regulations related to the Civil Associations Act; the planning, implementation, guidance and supervision of the guidance system of social organizations; the guidance and management of national social organizations; the planning and establishment of information systems of social organizations; the funding, examination and evaluation for various social organizations, etc.

Vocational Associations Section

This Section deals with matters relating to the study and interpretation of laws and regulations related to vocational associations; the planning, implementation, guidance and supervision of the guidance system of vocational associations; the guidance management of national and provincial vocational associations; the evaluation and commendation of national vocational associations; the conduct of liaison reports among industrial and commercial freelance groups; conduct of seminars for personnel of relevant authorities of civil associations at all levels; the establishment of information systems and update of date for national vocational associations, etc. Moreover, this Section handles the matters of comprehensive planning, management & examination, budgeting (budget estimate) & accounting compilation, liaisons with the country’s legislative organs, etc.

Cooperatives Management Section

This Section deals with matters relating to the planning of cooperative business policies; the proposed (revision) of the cooperatives law, the planning of award and assistance to cooperative undertakings; the evaluation and discipline of cooperative undertaking organizations and substantive personnel; the registration and auditing of cooperatives and premises; the propagation of cooperative business; the establishment and management of the information management system; the conduct of celebration activities for the International Day of Cooperatives, etc.

Cooperatives Guidance Section

This Section deals with matters relating to the legal affairs of savings & mutual aid societies; the planning and implementation of the guidance policy for cooperatives (including agriculture, industry, consumption, insurance cooperatives and savings & mutual aid societies); the preparation and setup of the relevant authority aiming at guidance and coordination; the establishment of cooperative enterprise systems; the promotion of inter-cooperative cooperation; the strengthening of the functions of cooperatives; the promotion of international cooperation and exchanges; the educational training for cooperatives business and talent cultivation for management personnel, etc.
