2021 Taiwan Association for Schools of Public Administration and Affairs (TASPAA) annual conference was held grandly at CPU on November 5 and 6. We were honored to have Political Deputy Minister of Ministry of Interior Chen, Zong-yan as the moderator for opening ceremony, and distinguished guests Mayor of Taoyuan city Cheng, Wen-Tsan and Minister of Directorate-General of Personnel Administration, Executive Yuan Shih, Jay N gave their remarks. The conference was co-organized by Directorate-General of Personnel Administration, Occupational Safety and Health Administration, Department of Cultural and Creative Development of the Ministry of Culture, Office of Disaster Management, Ocean Affairs Council, National Academy of Civil Service, Department of Civil Affairs, Taipei City Government and Criminal Investigation and Prevention Association, R. O. C ,etc.

The topic of the conference is “The Public Administration in Post-Covid-19: Professional Administration and Cross-Boundary Collaboration”. It was based on the global “COVID-19 Tsunami” in the recent two years. The governments all over the world have to enhance the expertise in the different fields to respond to the highly uncertain situation. Meanwhile, the conversation and the cooperation between different fields are necessary to solve the various challenges due to the pandemic. For instance, the well cooperation between health policy, police, social service and civil affairs have been making the pandemic slowdown in Taiwan since May which becomes the model in the world.
Deputy Minister Chen indicated that the control and the management of the pandemic in Taiwan are based on the interagency coordination, the cooperation between the central and local government and the effort the public and private sectors make jointly. In addition to the health service sector, the police also assist a lot in Covid-19 prevention, which makes a great contribution. Chen also expected that the awesome conference papers presented could be further published in the international journal to improve the interdisciplinary research of the public administration.

The conference also invited the president of Examination Yuan, Huang, Jong-tsun to give a keynote speech on “Constructing the Decision-reaching Support System of Civil Service”. President Huang pointed out the importance of the evidence-based in the reform and development of the civil service system in the future. He especially emphasized the significance of the E-Governance and the problem and solution of the civil service system. The presentation was brilliant and inspired the participants.

Since it’s still in the nationwide level 2 pandemic alert, the conference was hold in the same model with Tokyo Olympic standard. The moderator, presenters, and the commenters had a in person conference and the other participants were meeting online. TASPPA invited the president of American Society for Public Administration (ASPA) professor Allan Rosenbaum, the professor Jon Pierre from University of Gothenburg (GU), and so on, to attend the conference remotely. They also invited the scholars and experts from various countries (Japan, Greece, America, Korea and UK) to present the researches of the function and position of the police during the pandemic.
There were overall 55 sessions in the conference, 153 presented papers, 310 participating experts and scholars and up to 1215 online participants. The conference ended perfectly. The performances of the research were abundant and got everyone’s highly recognition. It showed the quality of the research in CPU and the achievement of the cadres’ training and education. It also set the model for the academic conference during the pandemic, which worth the highly praised.
