Regulations of approval letter for the foreigners applying to study religious doctrines

一. 外籍人士為至宗教團體或其附設之宗教教義研修機構研修教義，申請同意函，除法令另有規定外，依本須知辦理。
Article 1
Foreigners wishing to attend a religious organization or a subsidiary religious doctrine studying organization for studying dogmas and applying for official approval letter should abide by the regulations unless there are some other laws as prescribed.
二. 本須知所稱之宗教教義研修機構，應符合下列規定：
(一) 經政府登記或立案之宗教團體或其所附設。
(二) 設立之目的純粹為研修宗教教義或培育神、佛職人員。
(三) 研修期間為一年以上、四年以下。
(四) 每週研修宗教教義課程為二十四小時以上。
Article 2
The term “religious doctrine studying organization” as prescribed in the regulation shall conform to the following requirements:
1. The official registered and recognized religious organization or its subsidiary religious doctrine studying organization.
2. The purpose of the establishment is purely for studying religious doctrines or cultivating missionaries.
3. The duration of studying should be at least one to four years.
4. The duration of studying religious doctrines should be at least 24 hours per week.
三. 本須知之主管機關為內政部。
Article 3
The competent authority of the present regulation is the Ministry of Interior.
四. 外籍人士研修宗教教義申請同意函，應由宗教教義研修機構所屬之宗教團體檢具下列文件各一份向主管機關辦理：
(一) 同意函申請書。
(二) 宗教團體之登記或立案證明文件影本。(寺廟、社團或法登記立案證明文件)
(三) 宗教團體與宗教教義研修機構之隸屬關係證明。
(四) 宗教教義研修機構出具之研修許可、研修期間及每週研修課程、時數之文件。
(五) 宗教團體相關人士出具之保證書。
(六) 國外相關宗教團體之推薦函，如係外文應另附中文譯文。
(七) 經駐外單位驗證之高級中等學校程度以上證明文件或自幼修道、修持者證明文件。
(八) 財力或生活費用來源證明。
(九) 保證研修期限不超過四年切結書。
(十) 研修宗教教義總人數及外籍研修人士名單。
前項第(十)款外籍研修人士不得超過研修宗教教義總人數百分之二十。但有特殊情形者，得專案報請主管機關處理。
主管機關於核發同意函後應副知外交部領事事務局及直轄市、縣(市)政府。
Article 4
The documents of approval enclosed with the following documents should be submitted by the religious organization which the subsidiary religious doctrine studying organization belonged to the competent authority for applying studying religious doctrines：
1. An application form of approval letter.
2. A copy of the official document certifying that the religious organization is registered. (The official document certifying that the temple, association, or juridical person is registered)
3. The subordinated relation between the religious organizations and the religious doctrine studying organizations.
4. The papers of the approval permit, duration of studying, the weekly studying courses and the studying hours from the religious doctrine studying organizations.
5. The guarantee letter from a relevant person of a religious organization.
6. Recommendation letter from overseas religious organization, if in foreign language should provide Chinese translation.
7. Certification of high school degree or proves monastery since childhood verified by embassy abroad.
8. Evidences of financial capacity or source of income.
9. Guarantee paper to assure that the study will not exceed four years.
10. Total number of the religious doctrine studying students and list of doctrine studying foreign students.
As mentioned above paragraph，the subparagraph (10), the foreign students must not exceed 20 per cent of total number. However, in case that is particular, may submit to authority for disposal.
The authority, upon issuing approval letter should also inform the Bureau of councilor affairs of the ministry of foreign affairs and the special municipality, county (city) government.
五. 外籍人士取得主管機關同意函後，應持下列證件向外交部或駐外機構申辦居留簽證：
(一) 申請人護照。
(二) 同意函正本。
Article 5
The foreigners who obtained approval letter from the authority, should apply for resident visa from The Ministry of Foreign Affairs or embassy offices abroad with below documents:
1.The passport of applicant.
2.The original of the approval letter.
六. 研修宗教教義人士研修期間，不得違反國家安全法及其他法令，且不得從事營利行為或與許可目的不符之活動。
Article 6
During the period of studying dogmas of religion, foreigners must not violate National Security Law and other laws and regulations, and are forbidden to engage in making profit or activities that are not in accordance with the purpose approved.
七. 宗教團體對於外籍人士有違反第六點規定者，應即填具報告，送主管機關處理。
違反前項規定者，主管機關得於二年內不受理該宗教團體之申請案。
Article 7
Religious groups will fill up report and submit to authority for disposal if foreigners found violating the 6th article of the regulation.
For those violated the above-mentioned paragraph of the regulation, the authority will not accept application from such religious group for the period of two years.
