In relation to the article “National ID Card Replacement takes off on the 21st, Take note! Old ID cards will not be collected” on the United Evening News dated December 13, 2005, the Ministry of the Interior (MOI) specifically explained, so as to avoid any misunderstanding, that during the comprehensive replacement of old ID cards, when getting the new ID card, it is necessary to use the old card to get the new one. Household registration offices will not take back the old ID card before the individual gets the new one; the public should take note of this and act accordingly.

Comprehensive replacement of national identification cards starts from December 21, 2005 to December 31, 2006. Each household registration office shall arrange the date and place for applying and releasing ID cards based on the number of people requiring ID card replacement in its jurisdiction. People applying for new cards should bring their old ID card, one photograph, and their personal chop; they do not need to turn in their old card yet. When they go to collect their new cards during the time designated by the household registration office, they should hand in their old ID card.
