In 2019, the number of international cruise passengers embarking to and disembarking from the R.O.C. achieved an historic pinnacle, reaching a total of 1,022,400 individuals. This comprised 732,600 R.O.C. nationals (71.7%), 32,800 Hong Kong and Macau residents (3.2%), 19,900 Mainland Chinese (1.9%), and 237,000 foreign persons (23.2%).

From 2020 to 2022, the global impact of the COVID-19 pandemic led to a substantial downturn in passenger numbers. However, as the international pandemic situation began to alleviate in 2023, cruise tourism was reinstated on March 6 of that year. The number of international cruise passengers amounted to 455,000, marking a recovery to 44.5% of the passenger volume in 2019, including 207,100 R.O.C. nationals (45.5%), 81,600 Hong Kong and Macau residents (17.9%), 700 Mainland Chinese (0.2%), and 165,600 foreign persons (36.4%).
