In 2023, a total of 727,406 passengers entered and exited through the Kinmen-Xiamen-Quanzhou Mini-Three-Links, including 690,963 R.O.C. nationals, 33,481 Mainland Chinese and R.O.C. nationals without household registration (including Hong Kong and Macau residents), and 2,962 foreign persons, which has gradually returned to 37% of the 2019 pre-pandemic level 1,961,876 passengers. In recent months, the average number of passengers traveling through the Mini-Three-Links monthly has remained around 90,000 persons, and the average passenger ships occupancy rate has reached 57%. The hustle and bustle of the Kinmen Shuitou Port has gradually come back.

Considering the post-pandemic development and needs of nationals from both sides of the Taiwan Strait, the Taiwanese government resumed the Mini-Three-Links from January 7, 2023 by a step-by-step approach. The National Immigration Agency will build and upgrade its clearance facilities at the Kinmen port to ensure that passengers traveling through the Kinmen-Xiamen-Quanzhou Mini-Three-Links can enjoy more convenient immigration services.
