The MOI actively protects the public living right by the promotion social housing only for leasing not for selling to improve the provision of social housing and has been devoted to completing rental and lease housing systems to promote a healthy development of the rental and lease market. By utilizing private energy, a sub-letting management mechanism is promoted to encourage the landlords’ participation in social housing provision. Meanwhile, diverse housing assistance measures are offered to take better care of the disadvantaged. Furthermore, the MOI continuously improves the transaction management system of real estate, studies actual price registration systems, reviews relevant rules and regulations governing the management of the real estate agency industry. These are intended to advance price appraisal technologies and to promote the healthy development of real estate market. The promotion for urban renewal will be sped up to update relevant legal mechanism and push for urban re-development.
Active promotion of social housing to realize living justice
In order to realize living justice, the MOI actively promotes social housing only for lease and rental not for selling to combine the provision of housing units based on sub-letting management built by the government to bring more resources of housing provision policy of government. Through sub-letting management, idle residential units owned by individuals can be put in the housing rental market for those who cannot afford houses and at the same time operate a balanced market mechanism to mutually regulate house rental and buying markets. Meanwhile, diverse housing assistance measures are provided to take better care of the disadvantaged. The MOI starts from a realization of social justice and works with great efforts on systems, building quality, management and marketing to link up with environmental protections and communities to take care of the disadvantaged with the provision of social housing.
Promotion of subletting management to make best use of private idled houses
The MOI introduces social housing and encourages individuals to give idle houses for better uses. The government or house rental service providers then rent or lease residential units from individuals and sublet to the disadvantaged and take care of management duties. Initially, the program will start from six municipalities and landlords will be promised with incentives such as rent payment, tax break, repairing and insurance coverage for their houses. Additionally, house rental service providers will be given the incentive of tax income exemption. After the “Housing Act” is modified and ratified, there will be 10,000 demo units to join the supply of social housing provision and reach dual effects of healthy house rental and lease market and development of the rental and lease industry.
Promotion of subsidies to residential units for assisting the disadvantaged families
From 2007, the MOI has promoted integration of residential subsidies program with the provision of between NTD 3,000 to 5,000 per month and incentive mortgage at the maximum amount between 2.1 million and 2.5 million for interest subsidies of home buyers for self-use and interest subsidies for maximum repairs in the amount of NTD 800,000. In 2016, rental subsidies were given to 56,976 household units while 4,500 and 3,000 received interest subsidies for home buying and repairs, respectively.
Promotion of urban renewal to guarantee living rights
Zones developed in the early history of Taiwan now have shown aging structure, poor resistance to earthquakes, deterioration of the environment and decays of urban functionalities and they need to be solved urgently with urban renewal approaches. In order to speed up the promotion of urban renewal, the MOI continuously boosts the drive of public offices via the public-private partnership and diverse implementation and re-examination of urban renewal laws. The private sector is encouraged to be a part of the integrated implementation by increasing information transparency and encouragement of participation to improve the living environment quality of the people.
Completion of transaction system of real estate and building professional mechanism for house rentals and leases
The MOI continuously enhances regulatory management of assistance to real estate transactions including the real estate broking agency and real estate broking agents and escrows to maintain the safety of real estate transactions; meanwhile, in order to improve professional training of relevant professionals of real estate, the MOI strengthens the quality of professional training and improves the practice quality of practitioners. To respond to the changes in the social environment, the MOI continuously reviews defaulted contracts related to various types and real estate transactions and rentals and leases to promote fairness and justice in contracts to protect the rights of the concerned parties and provide them as the reference for the general public, business operators and professionals. Additionally, the “Rules Governing Rentals and Leases of Residential Market Development and Management(租賃住宅市場發展及管理條例 Rental Housing Market Development and Regulation Act ) have been enacted to complete the development of rentals and leases in the residential market, to protect the rights of the concerned parties and to develop the residential service industry for rental and leasing. These rules had its 3rd reading completed in the Legislative Yuan on November 28, 2017 to guide the rationale of rental and lease contracts, provide free dispute resolution, provide professional consultations by assisting the establishment of non-profit organizations, develop professional service systems, and offer tax incentive measures to encourage rentals and leases of idle residential houses for citizens to live with peace of mind and good landlord-tenant relationships.
Improve the actual price registration system to facilitate transparency of transaction information
In order to improve the actual price registration system and provide the public with more real-time, transparent and accurate real estate information, the MOI continuously conducts system reviews and rule amendments to facilitate more transparent information and a healthier real estate market.
Improving land value appraisal mechanism to promote fairness of real estate tax
In order to improve the land value appraisal system, the MOI enacted “the Program of Land Value Appraisal Technology Improvement and Applications of Actual Price Registration” for the ratification of the Executive Yuan. On the basis of actual price registration information, large price appraisal models are developed to include various influential factors. Through chemical price appraisal and with the assistance of price appraisers, a rational evaluation basis has been developed for houses and land taxes were improved. Additionally, the MOI continuously conducts amendment operations of Land Price Appraisal Committee to enhance local professionalism and objectivity for better, reliable and trustworthy appraisal results.
