In recent years, chemical disasters have occasionally occurred in many domestic ports (including Keelung Port, Taichung Port and Kaohsiung Port) involving hydrofluoric acid ISO tanks, nitric acid containers and/or isoprene containers. In addition, the storage and logistics features of port warehouses often involve different containers with large volumes of hazardous chemicals. Their chemical physicochemical properties make them toxic, flammable, and explosive. Once a disaster occurs, the site tends to burn, explode and produce a lot of toxic gases and smoke. Moreover, the storage of large-scale containers at port warehouses tends to result in large-scale or complex disasters. The Tianjin Port hazardous chemicals warehouse explosion accident is a typical complex port disaster accident case.
As such, the Toxic and Chemical Substances Bureau of the Environmental Protection Administration and the National Fire Agency of the Ministry of the Interior have co-organized the "2019 International Professional Toxic Chemical Disaster Response Seminar." The opening ceremony was held on July 9 at the Fire Department Training Center of the Ministry of the Interior. The Director-General of Toxic and Chemical Substances Bureau, Yein-Rui Hsieh, and the Deputy Director of National Fire Agency, Chi-Jen Chiang personally attended the seminar.
The seminar lasted for 2 days. On the first day, foreign experts and scholars from Japan, France, Austria, and the United States focused on the chemical disaster emergency response professional training system and practical applications. They discussed contents involving personal or organizational disaster prevention professional management practices, response experiences, professional technical training, international advanced training modules, system and software application platforms, international certification qualifications, actual disaster relief experiences, civil defense evacuations, international related chemical substance management mechanisms, laws and regulations, response systems, joint defense organizations, technology developments, operation status, and future planning. On the second day, experts and scholars from the Shizuoka City Fire Department, the Homeland Security Office of the Executive Yuan, the Maritime Port Bureau of the Ministry of Transportation and Communication, and the National Yunlin University of Science and Technology jointly discussed the port warehouse chemical disaster response and safety related topics.
