Family Event Participation Kuo-Yung Hsu: "The Government is Confident to Help Young Adults to Get Married, Have Children and Raise Children"

The Lions Clubs International 300-A2 District Taipei City Chih-cheng Chapter and the Audiovisual Communication Foundation held the "LEGO Family Day" event during the morning of June 22 at the Taipei Municipal Yong Ji Junior High School. The Minister of the Interior, Kuo-Yung Hsu, spoke about the family topic and emphasized that the Ministry of the Interior is currently promoting the "rent subsidy" and "social housing" policies to help young couples get married and start a family. "Children are the pillars of the country's future." Kuo-Yung Hsu also encourages young people to have more children. The government is confident to help young people to get married, have children, raise a family and give the next generation a better life.

Kuo-Yung Hsu stated that according to statistics, the marriage rate of young people living in social housing increased by an average of 1.6 times and that the fertility rate is increased by an average of 1.8 times. As such, policies such as rent subsidy, charter escrow and social housing can be helpful to solve social problems among young adults such as low marriage and birth rates.

According to the Ministry of the Interior, people can apply for a maximum monthly subsidy of NT$5000 through the newly approved young singles and newlywed child-rearing rent subsidy program. However, many qualified people worry that the landlords would not let them set the household registration to the rental address, which would result in the inability to apply. Therefore, the Ministry of the Interior allows applicants to apply for new marriage and childcare family rent subsidies without having to set their household registration to the rental address, but just need to be in the same county or city. If the young singles have proof of employment, the household registration and the rental addresses can be at different counties or cities.

In addition, to provide incentives for the landlords to support the policy, the Ministry of the Interior has also provided three major concessions in comprehensive income tax, housing tax, and land price tax. It has formulated the "Public Welfare Landlord Qualification Guideline" pursuant to Section 3, Article 3 of the Housing Act. Public welfare landlords refer those who rent their houses to persons qualified for rent subsidy. A public welfare landlord may enjoy tax exemptions for the monthly rental income of NT$10,000 per house, the self-use residential tax rate of 1.2% for the housing tax, and the self-use residential land tax rate of 0.2% for the land value tax.

In terms of a landlord unwilling to allow the tenants to set the household registration to the rental address, the Ministry of the Interior pointed out that according to the new uniform housing rental contract issued on January 2017, the matters that should and should not be recorded section already stipulated that landlords shall not restrict tenants from setting the household registration to the rental address. To make the rent subsidy policy in line with the principle of fairness, the Ministry of the Interior has established a wealth-exclusion clause. The applicants and his/her family members shall not own a house and the average monthly income per person must be less than 1.5 times the minimum living cost. According to last year's statistics, the 2018 rent subsidy program was designed to accommodate 69563 applicants. A total of 76997 people applied, and 60535 applications were approved with the approval rate of nearly 80%.
