Simplicity of Administrative Procedure for the convenience of the people: Simplification of the naturalization process for high-level professionals holding an Alien Permanent Resident Card of Senior Professionals (Plum Blossom Card)

The Ministry of Interior passed the amendment to Article 3 of the “Standards for Defining High-Level Professionals for Naturalization” in an internal affair meeting on January 24 to intensify the retention of high-level professionals from foreign countries to stay and work in Taiwan. Under this amendment, it is explicitly stated that the procedure for application by high-level professionals holding the Plum Blossom Card for naturalization will be simplified. Accordingly, the letter of recommendation from the concerned authority at the national level specifying the reason for naturalization is no longer required and has been replaced with the procedure of voluntary inquiry of the Ministry of Interior with the relevant authorities. The review procedure of the committee reviewing will be waived if the recommendation is approved. There are 90 high-level professionals from foreign countries holding the Plum Blossom Cards at the moment and are entitled to this preferential procedure.

The high-level professionals from foreign countries who applied for the Plum Blossom Card through the National Immigration Agency with inquiry for opinions from the relevant authorities at the national level and were approved at the meeting of the committee reviewing, according to the Ministry of Interior. The procedure for these high-level professionals in the application for naturalization will be similar to the procedure of applying for the Plum Blossom Card in the identification of the type of specialization and review mechanisms. As such, the Ministry of Interior has eased the policy for this group of high-level professionals in their application for naturalization since October 1 2018. Those who wish to apply for naturalization are no longer required to present proving documents to petition for the letter of recommendation with the competent authority at the national level to give the reasons for the naturalization. Likewise, the review by the “Review Meeting for the Naturalization of High-Level Professionals” is also waived. The amendment for this instance really aims at the simplification of the procedure for the convenience of the people.

According to the draft amendment to Article 3 of the“Standards for Defining High-Level Professionals for Naturalization,” related procedures will be instituted and announced shortly. This simplified procedure will save these high-level professionals the time and resources needed to travel between different government agencies when applying for naturalization and could condense the lead-time by 4 to 5 months so that they could become a member of the big family of Taiwan more quickly.
