Since July 23, 2013, the administrative business for the nationwide social welfare has been placed under the supervision of the Ministry of Health and Welfare. As per a resolution by the Research, Development and Evaluation Commission, Executive Yuan, “The Cooperative & Civil Associations Preparatory Office” was established for the incorporation of Social Organization Section, Vocational Associations Section, Cooperatives Management Section, Cooperatives Guidance Section, etc., previously under the Department of Social Affairs, Ministry of the Interior. With the effort in realizing the governance spirit of “low-degree governmental management and high-degree associational autonomy”, the Cooperative & Civil Associations Preparatory Office continues to promote relevant laws and regulations, the establishment of cloud systems, and other important policies and measures. According to the provisions of the Farmer Health Insurance Act, the farmers' health insurance business has been transferred to the Council of Agriculture, Executive Yuan effective as of November 1, 2018 (See the decree, Yuan-Tai-Nong-Zi-No. 1070032041, issued by the Executive Yuan on September 13, 2018, which was effective as of November 1, 2018.)
