In support of the Smart Government policy, the Ministry of the Interior (MOI) announced that all applications for Land Administration Agent and Real Estate Appraiser certificates, as well as their practicing license, will be available entirely online from November 1, 2025.
Through this new system, applicants will be able to submit applications, pay required fees, and obtain digital certificates without the need for in-person visits or mailing paper documents.
To encourage industry professionals to adopt digital certificates and licenses, the MOI will launch a promotional program running from November 1, 2025, through December 31, 2026. During this period, first-time applicants for digital certificates will receive a 50% discount on fees.
The MOI explained that as the government continues to promote smart and digital public services, the digitalization of professional certificates has become a prevailing trend. The digital certificates, while identical in appearance to their physical counterparts, carry the same legal validity and are protected by rigorous information security mechanisms to ensure the safety of personal data and certificate information.
The newly introduced digital certificates online service not only provides a more convenient and immediate application process, but also helps reduce administrative workload and paper consumption. Moreover, compared with traditional paper certificates—which may be lost, damaged, or forged—digital certificates can be re-downloaded at any time, offering long-term preservation advantages. Through the QR code verification function provided by the MOI, the public can also easily verify the authenticity of professional certificates.
The MOI encourages Land Administration Agents and Real Estate Appraisers to take advantage of the promotion period, to actively apply for digital certificates and experience a service that is more efficient, secure, and environmentally friendly. Moving forward, the MOI will continue to promote the integration and expansion of various digital services to realize the vision of a Smart Government.
