Service measures of the MOI are closely linked to people’s daily lives and the MOI will continuously provide more accessible services needed from the public perspective. In addition to simplified household and land registration processes, more services that can be applied at different places will be expanded to achieve the effectiveness of convenient public services; the MOI also continues advanced substitute civilian services and R&D substitute civilian services to take care of career planning for Men of Conscription Age and talent needs of the industry and actively promotes the participation of Men of Conscription Age in social charities at each corner of society and work with each sector to build a warm society and to develop future talent.
Household registration at a different place, convenient trans-area services
Since January 7, 2004, the public can register 31 household items at any Household Registration Office including “marriage,” “divorce,” “death (declaration of death). For seven items not available including “relocation,” “initial household registration,” “registration for modification,” “registration for cancellation,” “invalid registration,” “registration for household number change” and “registration for obtaining, losing, altering, or resuming the identity of indigenous people,” the MOI will continuously expand reviews for more convenient public services.
High quality convenient mobile household registration services
To satisfy diverse needs of the public, the MOI continuously launches several accessible household registration services including reporting to a different agency for household information change, free online applications for electronic household registration copy, 24-hour services for reporting the loss of National Identification Card via telephone or online. From August, 2016, mobile services of household registration including household registration services, change of nationality, document issuing (excluding National Identification Card) have become available for the elderly, i.e., over the age of 65, the severely disabled with chronic diseases and difficulties to move, and families with a child under 6 are available or they can come to disaster areas, nearby institutions, or schools to access household registration services making household registration services more accessible.
Electronic trans-departmental services at one stop
Since April and August, 2013, the MOI provided the public with the use of National Person’s Pin Code or reporting services to taxation, vehicle administration, land administration, TaiPower and TaiWater after registration of name or address change is processed. Additionally, since July 1, 2015, the public can register birth of a newborn, household information change, issuing of a national identification card or/and after losing the national identification card and health insurance card. Furthermore, since September 1, 2016, when registering a death, the public can at the same time apply to any insurance company for verifying health insurance coverage for the deceased and informing the insurance beneficiary to claim for relevant payments to save time and energy of the public.
Cross-region services for land registration to save long travel time
In order to provide convenient land affairs services, the public can now submit documents in any land office and enjoy the benefit of convenient deliveries to any other land office. There are 12 items of land applications can be accepted, such as the case of land registration or survey. In order to assist people living in remote areas to apply for land registration and to save their time and travel cost, they can apply for advance review services at land registration offices. The service became available nationwide since October 14, 2014.
Cross-office acceptance of land registration cases in the same country/city
In order to provide convenient services and to save travel time and cost to the public who need to apply for land registration cases, since 2015, the four-stage process of integrating cross-office land registration cases in the same special municipality and county(city) has been implemented, such as sale and purchase, inheritance, creation of mortgage, auction, gift and trust etc. to provide more convenient services.
Instant notification of cadastral changes and more protection for property
In order to avoid counterfeit mortgage settings or transfers, since October 31st, 2016, “Instant Notification Services of Cadastral Changes” has been launched for the public. After free registration of this service is filed online or at any land office, the service system will notify real estate owners automatically via text messages or email about any change of cadaster, such as transaction, auction, gift, gift between husband and wife, trust, mortgage, certificate re-issue, seizure and provisional attachment, allowing people to get the cadastral changing information immediately of their own real estate. And it has been more convenient that the application of this service can be submitted with the land registration application simultaneously since December, 2018.
Diverse selections for substitute civilian servicemen
In order to let substitute civilian servicemen to play a firm and supportive role at their turning point in life, the MOI has devoted to the provision of better service environment and more diverse selections for putting them on proper positions. Among them, R&D substitute civilian services aim for recruiting tech talent in R&D works for agencies to cultivate talent. In 2016, incorporating with the young entrepreneur and startup police, rules were liberated for persons in charge of startups with certain qualifications to apply for the R&D substitute civilian services without interrupting their career plans. Additionally, the MOI has been more actively promoting participation of substitute civilian servicemen in social charities for them to get in touch with the society and work with various sectors to create a warm and positive society.
