The Kinmen County Government held the groundbreaking ceremony for the “Kinmen Xishan Farmland Replotting Area Waterway Construction Project” on March 9, 2024. The event was attended by Kinmen County Magistrate Chen Fu-hai, Director-General Wei Chih-cheng of the Land Administration Bureau of the Kinmen County Government, local elected representatives, community leaders, and Director-General Hsiao Yu-hong of the Ministry of the Interior’s Land Consolidation Engineering Bureau. The ceremony marked the commencement of the project and included prayers for its timely and successful completion.

Farmland replotting involves the restructuring and integration of agricultural land to enhance land uniformity, improve rural road infrastructure, and stabilize irrigation and drainage systems. These efforts contribute to increased agricultural productivity and foster better economic conditions for local farming communities. The Irrigation Agency under the Ministry of Agriculture, along with the Department of Land Administration and the Land Consolidation Engineering Bureau under the Ministry of the Interior, has long collaborated with local governments to implement farmland replotting projects, aiming to improve agricultural land conditions and provide farmers with better land cultivation environments.

The Kinmen Xishan Farmland Replotting Area covers 58 hectares. In 2019, the Ministry of the Interior approved preliminary planning, followed by engineering design and construction approval in 2020. The Irrigation Agency provided funding support, while the Department of Land Administration oversaw preliminary planning and design work. The project underwent basic design reviews, outflow control planning, and construction budget approvals before being successfully awarded for construction with the joint efforts of the Kinmen County Government, Land Administration Bureau of the Kinmen County Government, Jinning Township Office, and local representatives.

The groundbreaking ceremony marks not only the official launch of the project but also a major milestone in Kinmen’s agricultural development. Once completed next year, the project is expected to enhance agricultural production conditions in the Xishan area, improve farmland drainage and rural road systems, and promote regional growth and development. Moving forward, the Ministry of the Interior will continue collaborating with local governments to implement more initiatives that support rural development, improve agricultural infrastructure, and ensure stable incomes for farmers, contributing to the modernization and sustainability of agricultural regions.
