Protection for the Rights of Migrant (Fishing) Workers on Deep Sea Ocean Boats to Prevent Human Trafficking

In recent years, Taiwan’s population bonuses have been reduced and in order to maintain continuous economic growth, more than 700,000 migrant workers have been introduced. In Yilan County alone, there have been 13,378 migrant workers (among them, more than 4,000 engaged in the fishing industry). Our government inevitably needs to shoulder the responsibilities to protect human rights of these migrant (fishing) workers. In particular, those who work in deep sea ocean boats are also the focus of international media. To protect migrant workers who have been working hard to provide our food on the table, the Yilan County Service Center of Northern Administration Corps of National Immigration Agency of the Ministry of the Interior especially went to deep sea ocean boats berthed at Nanfangou fishing port on May 2nd, “Jin Chin Fu #62” and “Jin Chin Fu #66,” for the caring event of “Protection Rights of Migrant (Fishing) Workers” of friends from Indonesia.

With the help of an interpreter, the Director of the Yilan County Service Center, Mr. Chien Tsung-Chou spoke about “the Human Trafficking Prevention Act” and “Cases and Types of Human Trafficking” to migrant workers from Vietnam and Indonesia. Staff participating in the event also distributed promotional literature of control and prevention of human trafficking and criminal prevention in multiple languages. Promotional documents and tools of “Overstayers Voluntary Departure Program Penalty Relief for Breach of Stay Condition” were also given away to call for the help of immigrant workers on site to make use of their networking via Facebook or LINE to call for other migrant workers losing contact with the authorities to turn themselves in before June 30 for the “grievance” treatment by reducing the penalty to NTD2,000 and exempting them from detention before being deported. Their restricted reentry time will also be shortened. A Du, an immigrant worker, felt touched and said he has been working on the deep sea ocean boat for two years and he was very thankful that the government cares for their rights.” Capitan Liao Ching-Hung also said, “It is good to let migrant (fishing) workers know about their rights and duties and this can prevent unnecessary disputes!” The event was successfully concluded after the Center in charge of promotion presented gift sets of noodles.

The Director of Yilan County Service Station, Mr. Chien Tsung-Chou stated, “Through this promotional and interactive opportunity, we would like to let migrant workers in the deep sea ocean boats know that you are not alone. Although you may work afar, but the National Immigration Agency and relevant law enforcement authorities will be your strong supporter and protector.”
