What about the heavy rainfall? Hsu Kuo-Yung, let the city be a sponge for absorbing water
Minister of Interior Hsu Kuo-Yung visited New Taipei on September 1 to review the results of the low impact development demonstration project. Hsu Kuo-Yung mentioned that climate change over the years has caused sudden heavy rains. Further to the improvement of the traditional facilities or the expansion of the sewage system, the key issue is to resume the capacity of the city for water absorption. As such, the Construction and Planning Agency introduced this idea in handling the sewage problem and worked with the New Taipei Government to transform the Zi Qiang Junior High School and Primary School at Zhonghe into the sponge of the city. This helped to solve the problem of water staying on the ground service and also used rain water for flushing the toilets of the school. Sustainability of the environment on campus and the idea of turning the city into sponge could then be realized.

Low impact development and a new idea for tackling floods

According to the Ministry of Interior, as known by its name, low impact development refers to development minimizing the environmental impact with a view to finding a point of equilibrium between people and the environment. The ceaseless process of urban development hampers the capacity of the land in absorbing water. In the crowded urban areas, the construction of traditional facility or expansion of sewage facility is getting increasingly difficult. It is even more difficult for one to find a big flood detention pool. By using rain water for watering the garden and the pavement of water permeable road surface at Zi Qiang Junior High School and Zi Qiang Primary School, rain volume at 85mm could still be stored on campus. This was evidenced by the heavy torrential rain in June 2017 when no flood and no water stayed on ground surface in the surrounding area in the aftermath.

Joint effort between the central and local government to transform the city into a sponge

The Ministry of Interior mentioned that, in addition to Zi Qiang Junior High School and Zi Qiang Primary School, the Construction and Planning Agency of the Ministry of Interior continues to subsidize the New Taipei Government on frontier infrastructure projects to promote and realize the idea of transforming the city into a sponge through low impact development projects in BanQiao Junior High School, San Chong Senior High School, and Wu Gu Zheng Zhou Primary School.
