02/06 The legacy of the experience of Hualien Earthquake Relief - Yeh Jiunn-rong paid tribute to the rescue heroes
To honor the rescue unites and share different experiences of rescue, the Ministry of Interior hold the seminar on “Thanksgiving of and Review on 02/06 Hualien Relief – Sharing of the Rescue Experience” on April 27. Yeh Jiunn-rong expressed that after the Hualien earthquake, the central and local governments and civil rescue teams engaged fully in the rescue. He would like to express to them his highest gratitude. In the shortest time possible, they successfully rescued 236 people, and fully demonstrated the efficiency and capacity of our rescue teams. The experience of this rescue is very valuable, and was assured and praised by people highly. It is hoped that with passing of the legacy, it can promote the overall preparation and response in disaster rescue. Benefiting from it, it is possible to face all sorts of challenges in the future.

Yeh Jiunn-rong mentioned that at 11:50pm on February 6, 2018 an earthquake at the Richter magnitude scale of 6.26 happened in Hualien. Four buildings, including Marshal Hotel, Yunmen Cuiti, Platinum Twin-star Building, and Wuju Wusu Building collapsed. In the disaster, 17 were killed and 295 were injured. After the earthquake, the Fire Department, Ministry of Interior noticed all the Fire Departments of municipalities, counties and cities immediately and requested them to prepare the rescue equipment. Backup was requested from the Ministry of National Defense, which sent all sorts of carriers for transportation. As a result, all the rescue force and equipment arrived at the disaster site in the shortest possible time. Hearing the bad news, civil rescue teams also expressed their concern and sent fully equipped personnel to help with the rescue effort.

The first rescue team arrived at 4:00am on April 7 and engaged in the rescue, saving people’s lives. Later, with the prompt response of the government, the coordination rescue force, the reinforcement of the buildings, the holding of press conferences, the emergency evaluation of the buildings, the checking of people that had lost contact by the police system, and more, the rescue work was successfully completed successfully and came to an end.

Minister Yeh emphasized that Taiwan is located at the Pacific Earthquake Belt, and as such earthquakes happen frequently. Experts analyzed that in the next 30 years there will have high frequency of the happening of earthquakes at the magnitude of 6.5 scale. Earthquakes is a a major issue Taiwan faces in regards to disaster response. It is hoped that with the study and sharing of the experiences in the rescue, it is possible to promote the solidarity and coordination among all rescue forces and promote the knowledge of disaster prevention to be better prepared to cope with disasters and safeguard people lives and properties.

The Ministry of Interior pointed out that on April 27, the activity began with the sincere salute to the rescue heroes by Minister Yeh. First, certificates were presented to all government units and civil rescue teams to honor their courageous acts. Especially, the rescue dog that engaged in the rescue was presented with a “Courageous Rescue Badge.” All the attendants applause and cheered loudly upon the rapid response and the determination in fulfilling their missions in the rescue conducted by the government departments and civil rescue teams.

In this seminar, the themes included response in the early stage, the commanding system of the rescue team, support, rescue, and monitoring of slanting buildings, the development of heavy weight disaster rescue, lifesaving in buildings, operation of medical teams, experience sharing of rescue dogs’ works, and the rescue in Hualien earthquake with the experience in the rescue of Weiguan Building. At the same time, Mr. Leo Bosner from Global Taiwan Institute in Washington, USA was invited to share cases of major disasters and the command system on site in American and Japan.
