100 Outstanding mediators received Presidential Letter of Appreciation
A total of 331 mediators received recognition for their outstanding performance by the Interior Minister Yeh Jiunn-rong (葉俊榮) and the Justice Minister Chiu Tai-san (邱太三) at the 2016 Outstanding Mediators Award Ceremony held on Sept. 12. Among the awardees, 100 of whom have served for more than 30 years were honored the Presidential Letters of Appreciation as the government’s affirmation and appreciation of their efforts.

Minister Yeh noted that these passionate and patient mediators had help people resolve problems and conflicts peacefully. Last year, a total of 110,749 mediation cases out of 138,930 submissions were solved, which accounted for success rate at 79.71%. So far, the 4,007 mediators across the nation are voluntary. It is admiring that they have not only dedicated their personal time but provided expertise, experiences and advices.

Minister Yeh also pointed out that it is inevitable to have dispute between individuals in life, and anyone may have the experience of mediation. Thus, the Township Mediation System which is accustomed to the nation’s culture has been created and legalized in 1955. The committee is comprised of members with legal background or professional knowledges. They are influential figures in counties and towns and familiar with local affairs. With “Mr. Justice” and “Ms. Justice” handling local affairs, it helps relieve the burden of courts and solve dispute efficiently.

In recognition of senior mediators who have served for more than three decades, the Ministry presented the Presidential Letters of Appreciation to express its affirmation and gratitude. Among the 100 recipients, Chairman Wu Jiong-wei (吳烱煒) from Jinhu Township of Kinmen is the mediator who served the longest term at 56 years. In addition, a total of 125 mediators received the Executive Yuan Award; 76 for the Minister of Justice Award, and 30 others for the Minister of the Interior Award, added the Ministry.

Among the awarded outstanding mediators, Hong Chi-wen (洪啟文), a mediation committee member from Touliu City of Yunlin County has received the Executive Yuan Award for 13 consecutively years. He successfully solved 1,023 cases last year, which made the second place in the nation. The Ministry pointed out that Hong, who has served as a mediator for more than 22 years, dedicated his golden years of life to mediation work.

Hong shared that what leads to mediation is the dispute between individuals. Thus, it requires patience to listen to statements made by the two parties and understand the key to dispute, and then to reconcile the two parties and find a way of negotiation that can be accepted by both. The process has to balance sentiment, reason and justice. Hong made an example by sharing a case about a young man ran into an 87-year-old grandmother on scooter earlier this year. As the young man was worried about the expensive medical care expenses he has to pay, Hong suggested him visiting the grandmother regularly to seek for forgiveness. In the end, his sincerity touched the grandmother and the two reconciliated unconditionally during the mediation. The case gives Hong the heartfelt feeling and becomes the most unforgettable and sentimental experience in his life.

The pushing for mediation relies on the dedication and contribution of mediation committee members, noted the Ministry. It expects that these passionate Mr. Justice and Ms. Justice would continue assisting the government in promoting such work to make the society more harmonious.
