National Fire Agency held quake drill incorporating international humanitarian aid
To effectively establish the international humanitarian aid idea of the “Special Search and Rescue Team of Shift City Fire Control Department of International Humanitarian Aid Mission” and promote INSARAG External Classification and INSARAG External Reclassification drill methodology, the Ministry’s National Fire Agency held the “2017 Joint Earthquake Disasters Drill,” which was the first drill conducted in accordance with INSARAG guidelines manual, at the National Fire Agency’s Zhushan-based Training Center on Aug. 22 through 24.

The drill was participated by a total of 240 personnel in six groups, including the special research and rescue team of the National Fire Agency, Taichung City Fire Control Department, Tainan City Fire Control Department, Taitung County Fire Control Department, Miaoli County Fire Control Department with Nantou County Fire Control Department, and Changhua County Fire Control Department with Chiayi County Fire Control Department.

Taking place from 6am on Aug. 23 to 3pm on Aug. 24, the two-day drill was treated as real life, with five USAR work groups including “organization,” “search,” “rescue,” “medical care,” and “logistics” practicing their responses for 36 hours on a self-sufficient basis encompassing food, water, preparation of oil and materials, and bathroom facilities. Around 10 kinds of real-life practices were designed for the drill that simulated various circumstances of a disaster, where each team had handled professionally, such as using facilities to respond disasters or sending rescue dogs to search for people. During the drill, heavy rain occurred due to southwesterly flow brought by Typhoon Hato, however, rescue teams had continued the practice despite of rain and wind, with their strength, endurance, willpower, and courage being tested in the circumstances that resembled real life disaster.

The joint earthquake drill conducted this time is expected to improve the rescuing ability of fire control departments of each city and county effectively as well as enhance effect of international humanitarian aid to reduce causalities to the minimum during disasters.
