Interior Minister Yeh Jiunn-rong Reports on Effectiveness of Policy Implementation at Legislative Yuan
Interior Minister Yeh Jiunn-rong , leading his subordinates, made a report on the effectiveness of policy implementation to the Internal Administration Committee of the Legislative Yuan on March 6, 2017. The report focused on three important administrative plans, namely: "safety and security of the people and simplification of administrative procedure to facilitate convenience for people ", "sustainable land management and living justice, ", and "civic participation and embracing the world".

The minister said, firstly, to implement the administrative plan regarding "safety and security of the people and simplification of administrative procedures to facilitate convenience for people", the Ministry of the Interior has continuously made its efforts to maintain a safe living environment for the people, while prevention and crackdown of drug related crimes is listed as a priority task to maintain law and order. In line with the Executive Yuan's strategies of drug abuse prevention and methods to drive out drug dealers in communities, the ministry has endeavored to eradicate drug production, transporation, and supply, to reduce dangers and harm caused by drugs. Regarding the forthcoming Taipei 2017 Summer Universiade (August 19-30) in Taipei, to ensure safety of the international event, the ministry has reinforced crime investigation and prevention and adopted cross-border security measures, including anti-terrorism intelligence collection and international cooperation, in accordance with the preventive measures against possible security risks during international events taken by the Executive Yuan.

The Ministry of the Interior will continue to fortify the existing disaster prevention and protection system and to intensify the first-line disaster prevention and protection capacity. In addition, the ministry is planning to cultivate disaster prevention specialist and to involve villages and communities in disaster prevention. By increasing people's disaster prevention capabilities to reduce damage caused by catastrophes, the ministry is promoting the establishment of "customized disaster prevention maps for individuals" to provide the public easily accessible disaster prevention information.

In the aspect of people-friendly services, the Ministry of the Interior has consistently provided people-friendly services in accordance with public requirements, such as home delivery service offered by household registration offices. People aged over 65 or those with severe illness or disability, as well as those persons who need to look after small child or children aged under six at home, can apply for appointments via internet with household registration offices. Once an application is approved after verification, household registration office staff will come to the applicant to provide related services. The government's services to the people can be further expanded with the household registration home delivery service. In addition, the ministry continuously directs alternative service draftees to serve in public service programs, including after-school care for disadvantaged children and home visits to elderly people living at home alone. Through these measures, the government's services can be extended throughout our society.

Secondly, regarding the policy implementation of "sustainable land management and living justice", the Ministry of the Interior has been continuously working on promoting sustainable land development and reinforcing the integrated land management system. Since the enforcement of the "Spatial Planning Act" on May 1, 2016, the ministry has promulgated a sub-law, and it continues working on drafts of related sub-laws. The ministry also works intensively on the development of a two-level land use planning system. By promoting the "national spatial plan" and the "municipalities or counties (cities) spatial plan", the spatial planning system is more complete.

In addition, the Ministry of the Interior has been working on the implementation of the "integrated coastal zone management plan" and the "wetland of importance conservation and utilization plan ", in accordance with the aims of enacting the "Coastal Zone Management Act" and the "Wetland Conservation Act" to ensure sustainable development of coastal zone and wetland. Coastal zone protection, coastal zone preservation and sustainable usage remain the core of coastal zone protection and preservation management mechanism. In addition, the ministry has coordinated with local governments and civil groups and communicated with local communities, to provide consulting regarding wetland environmental protection, promote the wetland seal, encourage private sector and businesses to revitalize local feature industries. The ministry has assisted local communities to cooperate with wetland industries in wetland environmental conservation and development of environmentally friendly farming.

In regard to protecting citizens' right to housing, Interior Minister Yeh Jiunn-rong expressed his gratitude to the legislature for approving the amendments to the "Housing Act". The minister stressed the significance of the amendments in terms of implementation of social housing policy. The ministry will map out a social housing policy, oriented toward developing healthy real estate and rental housing markets, providing multiple assistance in citizens' housing, and elevating the quality of housing environment. Meanwhile, in accordance with the amended "Housing Act", the ministry will study establishment or commission an organization or institution to handle housing related affairs, to meet the demand for professionals and manpower in construction and management of social housing and to accelerate social housing policy implementation.

In addition, regarding dangerous and old urban buildings, the Ministry of the Interior has drafted the "Incentive Act for Dangerous and Old Buildings Reconstruction". Enacting a special law, the government can accelerate the rebuilding of old and dangerous buildings, by providing property owners tax incentives and loan guarantees, plus the incentive measure in the form of floor area ratios and building coverage ratios. Thus, collapse or damage of buildings caused by strong earthquake can be avoided, human lives and properties can be secured, and the quality of people's living environment will be elevated.

To develop a healthy housing rental system, the Ministry of the Interior is promoting the legislation of the drafted "Housing Rental Development Act", in order to guide lease agreements to a reasonable and fair direction, provide free dispute mediation services, make lease information transparent, assist with the establishment of non-profit professional consulting organizations and rental housing services system, and protect citizens' rights regarding housing rental. In addition, as incentives to property owners, the government will provide preferential treatments in terms of income tax, land tax and housing tax reduction to those who lease their housing through rental housing service companies or have leasing companies manage their housing.

As to the implementation of the last of the three administrative plans, "civic participation and embracing the world", to improve transparency of information regarding political parties and political groups, the Ministry of the Interior in early February this year set up the "Website of Parties and National Political Associations", to provide the public an internet channel to check on information and to inspect operations of political parties and political associations. Regarding financial affairs of non-profit civil associations, the ministry will continue to provide proper guidelines and supervision in accordance with related regulations in the "Civil Association Act" and the " Guidelines Governing the Filing and Publication of Property and Financial Statements of Political Parties and Political Associations".

In addition, to promote a friendly development environment for civic associations and cooperatives, the Ministry of the Interior has continuously worked on legal basis for civil associations transformation, deregulation on freedom of association, studying social associations legislation separated from existing laws, and adding regulations regarding social associations empowerment, to invigorate the development of civic society.

Regarding policy of keeping local talents and recruiting overseas talents, Minister Yeh Jiunn-rong thanked the support of legislators for approving the amendment of some provisions of the "Nationality Act", so as to guarantee the rights and interest of foreigners who have given long-year dedicated services or made special contributions to the country. Since the enforcement of the amended act, Premier Lin Chuan, on Jan. 6 this year in Tainan, presented American Catholic priest Brendan O’Connell with an ROC identification card. Having lived in Taiwan for 53 years, Fr. O’Connell has dedicated himself to education for children with special needs. The amended act allows foreigners who have made special contributions to the country to obtain Taiwan nationality without renouncing their original citizenships.

To create a friendly environment for new immigrants, the Ministry of the Interior continues to implement the "cultivation program for second-generation of new immigrants", encouraging new immigrants' children to return to their grandparents' homes during winter (summer) vacation to experience life and culture of the countries and learn their mother language. The program helps new immigrants to make the most of their languages and cultural advantages and become a force for the multi-cultural society and new development of the country.

Minister Yeh Jiunn-rong expressed that, it is the position of the ministry to uphold the concept of maintaining the relationship between the closeness of the people and the land, and the safeguard of human rights. The approach of mutual understanding and respect, the Ministry of the Interior promotes reform in various aspects, including elevating civic participation and strengthening information transparency in the process of public hearings, to enhance rationality and legitimacy in policy making, upgrade protection of people's rights and interests, and achieve procedural justice.
