Administrative Directions for the Accreditation of Green Building Material Testing Organizations

1. The Ministry of the Interior (hereinafter referred to as the “MOI”) has formulated the directions herein to execute the accreditation of the Testing Organization for Green Building Material Performance (hereinafter referred to as the “TO”) to execute commissions by venders for performance testing for the Green Building Material Label, with a view to engage various laboratories in the testing work to ensure the caliber of testing.
2. The TO shall fulfill one of the following qualifications:
(1) Approved by the central government and certified to conduct test items related to the Green Building Material Label.
(2) ILAC-certified to conduct test items related to the Green Building Material Label.
(3) Certified by Taiwan Accreditation Foundation (TAF) to conduct test items related to the Green Building Material Label.
(4) Where the test item is a special one not certified or approved by the agencies referred to in the three preceding subparagraphs: approved by the evaluation committee of the Professional Evaluation Organization for Green Building Material Label (hereinafter referred to as the “PEO”).
3. A laboratory that fulfills any of the qualifications prescribed in Article 2 herein may apply to the MOI to become a accredited TO by submitting a completed application form, an execution plan and one original and one photocopy each of the proof of qualification
Within three to six months prior to the expiry date, the TO shall apply to the MOI for re-accreditation.
Where the TO applies for a new test item or test method and receives approval, the expiry date of the new test item or test method shall be the same as that of the original accreditation of the TO.
4. The execution plan shall include the following:
(1) An introduction of the nature of the applicant agency.
(2) The test item or test method for which accreditation is being applied.
(3) A detailed description of the established laboratory or laboratory equipment.
(4) A description of the delegation of the dedicated personnel.
(5) Detailed experiment procedures.
(6) Quality manual, test audit procedures and the most recent audit records for the laboratory.
(7) Format of the test report.
(8) The test methods, and complete test reports and test data for the test methods.
(9) Detailed scheduling control for the testing work.
(10) Descriptions of the archival method of test results and the period of archival (six years minimum).
(11) How consultation services is provided to the Applicants.
(12) A list showing how complaints about green building material testing were handled in the last three years (attach a customer satisfaction survey if a new applicant or if there were no complaint).
(13) Charge standards.
5. The MOI may convene experts to form a qualification committee for the review and approval of the TO accreditation. The tenure of the committee member is three years and may be renewed upon expiry.
Neither gender should occupy less than one third of the seats of the committee.
6. Upon approval by the qualification committee, the successful Applicant will be accredited a TO by the MOI and such accreditation will be published.
7. Where the PEO finds deficiencies in the test report, the TO shall provide explanations and improvement plan by a deadline according as requested by the PEO, and the MOI shall be copied.
8. The MOI may rescind its accreditation should any of the following situations apply to the accredited TO:
(1) The qualifications prescribed in Article 2 herein no longer applies.
(2) Other work executed or handled by the TO affects the fairness of its evaluation work.                                                                                    
(3) Failure to execute the work according to the requirements or charge standards, upon investigation and verification.
(4) The content of a submitted test report is incomplete or inaccurate.
(5) Acceptance of undue benefit.
(6) Loss of ability to execute the work.
(7) Other situations deemed by the MOI to be a gross breach in conducting the testing work.
The preceding TO may not apply for re-accreditation within one year of the rescinding of its accreditation.
