The Ministry of the Interior introduces more convenient measures to combat real estate fraud. The Ministry announced that beginning August 1, 2026, two new convenience measures will be added to the “Cadastral Change Instant Alert Service”(地籍異動即時通服務). For online applications, in addition to Citizen Digital Certificates and MOEACA ID cards already in use, members of the public may now also apply using their National Health Insurance (NHI) cards. For in-person applications, services have been fully upgraded so that all land offices nationwide now accept applications regardless of the location of the property, realizing the goal of “one-stop application, nationwide service.” These enhancements allow the public to access this anti-fraud service more quickly while providing an extra layer of protection for property rights.
The Ministry explained that the Cadastral Change Instant Alert Service is a proactive notification service. When specific registration application, such as a transfer of ownership through sale, a gift, the creation of a mortgage, or a registration for caution, the system sends real-time notifications via text message or email to the property owner and the designated recipients when the application is accepted and registration is completed. This helps the public stay informed of any changes to the registration status at the earliest opportunity, strengthening early warning and fraud prevention functions. Currently, there are three ways for property owners to apply: in-person application at any land office, online application, and concurrent application with land registration cases.
The Ministry further noted that in the past, online applications could only be completed using a Citizen Digital Certificate or a MOEACA ID card, meaning some people still had to apply in person because they did not possess these certificates. Starting August 1st, the Ministry has added the widely used NHI card as an option for online application. Applicants only need an NHI card that has been registered for online services and a card reader to log in to the Department of Land Administration’s Digital Counter (數位櫃臺) website (https://dcland.moi.gov.tw) and complete the application anytime, anywhere, from the comfort of home.
The Ministry is also introducing “one-stop application, nationwide service.” The property owner may apply in person at any land office nationwide. By filling out a single application form and specifying the jurisdiction where their real estate is located, the receiving land office can activate the service directly. This enables the public to complete their applications at a nearby land office while receiving cross-jurisdictional services, making the application process simpler and more convenient.
The Ministry emphasized that the Cadastral Change Instant Alert Service is completely free of charge. In addition to the applicant, one trusted friend or family member can be designated as a secondary contact. If any suspicious notification is received, the public can immediately report it to land offices and police agencies, enabling the timely prevention of fraudulent transactions and effectively safeguarding their property rights and interests.
