The Department of Land Administration of the Ministry of Interior (MOI) has been digitizing various land administration services since recent years to enhance the quality of service. In addition to computerizing all land offices, Department of Land Administration has been promoting the e-service project throughout the country following the high development of the Internet and in response to the e-Government Program launched by the Executive Yuan. After the inauguration of the e-information service on 11 November 2002 and the e-transcript service on 11 November 2003, Department of Land Administration has recently introduced a brand new convenient service for the public: the e-land registration, to enhance the quality and efficiency of services.

Following the completion of land office computerization in November 2001, Department of Land Administration has spared no efforts to enhance the efficiency and convenience of various land administration services. So far, the processing efficiency of various applications for registration has been enhanced extensively and won public applause. To reinforce land administration reform and to provide more convenience services to the public, Department of Land Administration has introduced the e-land registration service by using the Internet technology. With the uniformed and unique electronic certificate issued by the MOICA, citizens can apply for land registration over the Internet. That is to say, citizens can apply for land registration at the same portal without traveling to different agencies.

The e-land registration service is one part of the e-Government Program launched by the Executive Yuan. Citizens can apply for land registration over the Internet with the electronic certificate issued by the MOICA without first applying for a household registration transcript because the land administration office can obtain the applicant’s household registration data from the inter-agency information interchange mechanism (e-gateway). It is an attempt to extend the service location of government agencies and to enhance the quality and efficiency of services. The e-land registration service was inaugurated throughout the country on 30 July 2004. Furthermore, the Department of Land Administration has planned a trial program on online application for re-measurement in Taipei City, Kaohsiung City, Taipei County, Hsinchu City and Taichung City to expand the scope of e-land administration service.

Citizens can check the details at http://clir.hinet.net. With a MOICA, citizens can subscribe the service. After the authentication of the certificate, citizens can fill out the application form as appeared on the screen. After examining the data in the form, citizens can submit the form to the land office by clicking on the SIGN function. In this case, citizens can make the application at home over the Internet. The service hours are Monday through Friday (09:00-16:30, no lunch break). The service will be suspended on the weekends and compensation holidays. The service has been introduced to promote “service anywhere” by offering more options to the public partly to replace roads with the Internet and partly to reduce social cost out of traveling among one government agency to another, and ultimately to enhance the quality of government services and to achieve the goal of “New Taiwan, Wonderful Life”.
