This batch was produced from aerial photography in 2024 and mapping in 2025, including two types of data:</p><ol><li>1:1000 scale digital topographic map (including digital orthophoto-image data): Covers 22 urban planning areas and including 663 frames of vector data and 663 frames of orthophoto-images. The regions and list of frames of the 1:1000 scale topographic map data are provided in the attachments.</li><li>3D Building Model (Level of detail 3): A total of 204 building model results are included in this batch. The memorandum was signed by Deputy Director-General Liao Hsun-Cheng and Macquarie University&#39;s Vice Chancellor for Global Affairs Anthony Cahalan. Meanwhile, officials from the Australian office in Taipei also attended the signing ceremony to witness a new milestone in the NPA&#39;s promotion of international police education cooperation.<br id="isPasted"><br>By this agreement, two police officers of NPA can be recommended annually to Macquarie University in Australia to pursue one of four master&#39;s degrees: Intelligence, Strategy and Security, Criminology, or International Relations. Kaohsiung Airport has recently experienced a surge in returning passengers. The Border Affairs Corps of the National Immigration Agency (NIA), through its Kaohsiung Airport Border Affairs Brigade, has deployed adequate frontline personnel to facilitate passenger flow, while all e-Gate lanes have been fully activated. Returning travelers noted that arrival clearance was fast and that the new generation e-Gate was highly convenient to use. In addition, the NIA officially launched newly established family-friendly counters at Kaohsiung Airport during the Lunar New Year holiday, providing more considerate and convenient immigration clearance services for passengers with limited mobility, families traveling with children, and pregnant travelers. Many passengers expressed their appreciation for the NIA&rsquo;s dedicated counters and praised the service as warm and thoughtful.<br><br>The NIA stated that, in order to create a more people-oriented and traveler-friendly clearance environment, family-friendly counters have been specially planned and installed in both the arrival and departure inspection areas at Kaohsiung Airport. Unlike standard immigration counters, these family-friendly counters are set at a height of only 88 centimeters, allowing children to interact face to face with immigration officers and making the inspection process more welcoming and reassuring. Travelers eligible to use the family-friendly counters include persons with limited mobility, infants and toddlers under the age of two, passengers pushing strollers, pregnant travelers, and unaccompanied minor passengers.<br><br>This year, the number of regularly scheduled weekly flights at Kaohsiung Airport has surpassed pre-pandemic levels, reaching 814 flights per week&mdash;an increase of 12 percent compared with before the pandemic. In response to the growing number of outbound and inbound travelers, the NIA has now completed the full deployment of the new generation e-Gate at Taoyuan International Airport, Taipei Songshan Airport, Taichung Airport, Kaohsiung Airport, and the passenger service center at Kinmen Shuitou Harbor. Travelers aged 10 or above and at least 120 centimeters in height&mdash;including Taiwanese nationals holding chip-enabled passports and foreign nationals with valid residence permits&mdash;can complete immigration clearance in as little as 10 seconds. Whether entering or leaving Taiwan by air or sea, travelers can enjoy a smart and user-oriented immigration experience. In January of this year, a woman in New Taipei City was misled by the rhetoric of &quot;impersonating celebrities to invest.&quot; She not only invested her life savings but also mortgaged two of her houses to take out loans. In the end, she lost all her investment money and was burdened with high loan interest, with losses exceeding NT$20 million.<br id="isPasted"><br>The woman had initially only searched for ETF stock investment information on Facebook, but was subsequently led to join an investment group filled with numerous &quot;profit screenshots&quot; and &quot;success story sharing,&quot; creating the illusion that everyone was profiting. A total of 25 outstanding immigration officers, carefully selected from airports and seaports across Taiwan, gathered to compete and exchange hands-on experience in travel document examination, demonstrating the professionalism and expertise of immigration officers in safeguarding Taiwan&rsquo;s borders.<br><br>Michael Lin, Acting Chief Commander of the Border Affairs Corps, NIA, noted that with increasingly frequent international travel and rapid technological advancement, criminal groups have developed more diverse and sophisticated methods of forging and altering passports and travel documents. To effectively prevent illegal entry or exit using fraudulent documents, the NIA continues to organize the Document Examination Expert Competition as a core professional training initiative, strengthening frontline officers&rsquo; capabilities in detecting counterfeit and altered documents and further enhancing overall border security.<br><br>The competition featured examination items drawn from counterfeit and altered passports and travel documents actually seized in recent years. These cases originated from a wide range of countries and reflected constantly evolving forgery techniques. This course brought together disaster prevention and relief personnel from municipal and local governments, professional cooperation teams, and central ministries for basic disaster response training, aiming to enhance the understanding and application capabilities of municipal and local governments in disaster prevention and relief drills and verifications. Minister Liu Shyh-Fang said that the landslide dam disaster in Matai&#39;an River was catastrophic in Guangfu Township, Hualien. The MOI will cooperate with the Council of Indigenous Peoples on the Indigenous Special Search and Rescue Team in high disaster potential areas of local tribes for better initial rescue capabilities.<br id="isPasted">&nbsp;<br>&nbsp;Liu Shyh-Fang pointed out that most indigenous tribes are located in remote mountains. The transportation is poor and geology fragile. They often become isolated when disasters occur, and there is an urgent need to improve local disaster prevention and rescue capabilities. Therefore, the NFA, together with the Council of Indigenous Peoples and 12 local governments, including New Taipei City, Taoyuan City, Hsinchu County, Miaoli County, Taichung City, Nantou County, Chiayi County, Kaohsiung City, Pingtung County, Yilan County, Hualien County, and Taitung County, studied and applied the medium-term plan to establish the Indigenous Special Search and Rescue Teams, and provided subsidies for rescue training equipment, such as search and rescue helmets, rescue suits, military saws, throwing rescue equipment sets, and destruction equipment. As part of the plan, these teams will introduce existing training and equipment subsidies to help the Indigenous Special Search and Rescue Team acquire professional initial rescue capabilities.<br>&nbsp;<br>&nbsp;In other counties and cities, such as the Alishan of Chiayi County, the foundation has been set for mountain search and rescue in the form of volunteer firefighters. Completion of the TWAC is entirely free of charge and may be submitted online within three days prior to arrival in Taiwan.<br><br>To prevent unscrupulous parties from setting up fraudulent websites to mislead unsuspecting foreign travelers into paying unnecessary fees, the NIA&rsquo;s Border Affairs Corps has produced three specially designed promotional postcards. These postcards are distributed in cooperation with airlines at overseas departure airports prior to boarding, as well as at immigration inspection halls in airports and seaports across Taiwan upon travelers&rsquo; arrival. The initiative has been very well received, with many travelers actively requesting the postcards.<br><br>To further ensure that information about this new measure reaches all foreign visitors, the Border Affairs Corps has expanded its outreach through media channels, relevant government websites, and airline and shipping company partnerships. In anticipation of the upcoming Christmas and New Year holidays, three festive postcard designs featuring holiday themes have been created. The postcards incorporate iconic images representing Taiwan, such as Taipei 101, Liberty Square, Taiwan&rsquo;s famous bubble milk tea, and the plum blossom&mdash;the national flower&mdash;along with a QR code linking directly to the official TWAC website. Taking advantage of the holiday season, these postcards are distributed to foreign travelers during immigration inspection upon arrival. In addition, Taiwan&rsquo;s three major international airlines have assisted by distributing the postcards at overseas stations to foreign passengers preparing to board flights to Taiwan.<br><br>The NIA reiterates that completion of the TWAC online submission is completely free of charge. Travelers to Taiwan are advised to remain vigilant and avoid scams. During the lecture, the instructor emphasized that cultural differences can influence problem-solving approaches and that a strong safety culture must be embedded at every organizational level to be effective. The instructor explained that Incident Safety Officers must meet professional firefighting qualification standards, pass a certification exam, and possess the 12 core competencies outlined in NFPA 1521 to ensure their professional capability. ISOs are appointed by the incident commander and play a critical role in monitoring personnel movement and controlling conditions at the incident scene. They have the authority to suspend, modify, or terminate operations and are responsible for identifying unsafe behaviors or environmental hazards, reporting them immediately to the commander to safeguard personnel on-site. The instructor noted that ISOs must be familiar with the concepts of operational zones, control zones, and restricted zones at an incident scene. In high-risk scenarios&mdash;such as highway accidents, water rescues, and structural fires&mdash;ISOs should be well-versed in relevant standards, including NFPA 1500 and NFPA 1521, to enhance on-scene response capabilities. In some organizations, the Health and Safety Program Manager (HSPM) may also serve as the ISO, supporting the management of risk factors and safety policies. Lastly, the instructor highlighted the importance of addressing firefighters&rsquo; mental health, stressing that occupational harm is not limited to physical injuries. Psychological trauma, including post-traumatic stress disorder (PTSD), must also receive serious attention.</p><p>This program enhanced disaster response training at Central Police University (CPU) by incorporating global practical experience, significantly advancing fire safety research in Taiwan. It’s a Scam]]></title><link>https://www.moi.gov.tw/english//News_Content.aspx?n=7627&amp;s=335339</link><description><![CDATA[<p id="isPasted">Since November 24, the NT$10,000 cash handout has been gradually made available for in-person collection at post office counters. A new wave of scams has emerged in which fraudsters impersonate post office staff and falsely claim that a recipient&rsquo;s NT$10,000 has already been fraudulently collected, or that someone has attempted to collect it on their behalf. Pretending to &ldquo;help&rdquo; the victim file a report, the scammers then arrange for another accomplice&mdash;posing as a police officer, prosecutor, or other government official&mdash;to call the victim. These impostors accuse the victim of being involved in fraud, money laundering, or other criminal cases, exploiting their fear and desire for assistance. They then claim they can &ldquo;help handle the NT$10,000 stimulus case,&rdquo; instruct the victim to withdraw their savings for supposed verification, and disappear once the money is handed over, leaving the victim helpless.&nbsp;</p><p>In one case in southern Taiwan, a woman surnamed C received a call on August 19 from someone claiming to be Li Guan-yi, the &ldquo;director&rdquo; of Taichung Yingcai Post Office. The caller asked whether she had authorized a person named Chiang Yu-hua to collect the NT$10,000 on her behalf. When the victim said she had not, the caller said he would file a report for her. Shortly afterward, someone using the LINE display name &ldquo;Taichung Officer Chen&rdquo; contacted her, claiming to be a police officer and alleging that she might be involved in fraud and violations of the Money Laundering Control Act. He said the case would be handed over to a &ldquo;Prosecutor Lin Hong-song,&rdquo; also contacting via LINE.&nbsp;</p><p>A person claiming to be this prosecutor later called and demanded to review all bank accounts under her name. He then instructed her to hand over her bank account card and passbook to an &ldquo;official&rdquo; supposedly dispatched from the district prosecutor&rsquo;s office for inspection. As a result, NT$620,000 was withdrawn from her account. The victim was left unable to cover basic living expenses and borrowed money from a friend&mdash;who then informed her that she had been scammed. She subsequently reported the case to the police.&nbsp;</p><p>The Criminal Investigation Bureau urges the public not to trust any phone calls or text messages related to the NT$10,000 stimulus payment. Ignore any claims involving helping you collect the money, &ldquo;verifying&rdquo; the amount, or &ldquo;protecting&rdquo; your funds. Instead, call 165 to verify suspicious calls. To provide smoother cross-Strait &ldquo;Mini Three Links&rdquo; immigration services, the National Immigration Agency (NIA) will deploy the next-generation automated immigration clearance system (e-Gate) at the new location. The NIA Border Affairs Corps will begin relocating the e-Gate lanes starting December 10, 2025. Three next-generation e-Gates currently installed at the existing passenger center will be moved to the new facility. During the relocation period, traveler flow will remain unaffected, and existing e-Gates will continue to operate. The Corps will also open additional inspection counters and assign more staff based on ferry schedules to ensure smooth entry and exit processing.<br><br>The NIA noted that, in addition to relocating the three next-generation e-Gates to the arrival area of the new facility, seven new e-Gates will be installed in the departure area, with space reserved for future expansion to meet increasing tourism demand on the Mini Three Links route. The next-generation e-Gate features in-lane registration, on-the-move biometric verification, and multilingual voice guidance. Following a meticulous and rigorous review process, a total of 82 award-winning teams and individuals were selected and publicly honored for their outstanding achievements.&nbsp;</p><p>The ceremony opened with performances by professional troupes and featured public awareness segments on combating organized crime, illegal firearms, narcotics, and fraud. By blending technology with dance, the program offered guests an engaging audio-visual experience that was both educational and entertaining.</p><p>Midway through the event, the Kaohsiung Indigenous Police Band performed an indigenous medley and the song &ldquo;We Are All One Family,&rdquo; symbolizing the unity of police forces nationwide in their shared mission to combat crime. However, the NIA has recently detected that certain fraudulent websites have been created to masquerade as the official TWAC platform. These fake sites use misleading advertisements or search keywords such as &ldquo;TWAC&rdquo; and &ldquo;Taiwan Arrival Card&rdquo; to deceive foreign travelers into providing personal information or making payments. The NIA reminds all foreign travelers entering Taiwan that the TWAC online registration is completely free. Please remain cautious and do not be deceived by fraudulent websites.<br><br>Foreign travelers have to complete the online registration through the official TWAC website (<a data-fr-linked="true" href="https://twac.immigration.gov.tw" id="isPasted">https://twac.immigration.gov.tw</a>) within three days before arriving in Taiwan. The official site does not charge any fees. The public is urged to stay vigilant to avoid falling victim to online fraud. The NIA has already collected information on suspected scam websites and has reported the cases to the Ministry of Digital Affairs and the Criminal Investigation Bureau of the National Police Agency for further investigation.<br><br>To ensure that the public is aware of the correct TWAC website address, the NIA has emphasized the &ldquo;free of charge&rdquo; message in its promotional video and has formally notified the Bureau of Consular Affairs, Ministry of Foreign Affairs, the Taoyuan International Airport Corporation, the Tourism Administration, Ministry of Transportation and Communications, and airlines to assist in disseminating accurate information. &nbsp; &nbsp; &nbsp; The Ministry of the Interior (MOI) recently announced &nbsp;amendments to Article 3 of the <em>Regulations Governing the Recognition and Reduction Standards of Special Reasons in Article 74-1 of the Immigration Act</em>. &nbsp;A new foreign population policy is implemented starting October 1, 2025. Foreign nationals or nationals without household registration who have overstayed the permitted duration of stay or residence will have their fine reduced by half if they voluntarily self-report before being apprehended. The aim is to encourage overstayers to self-report to the Authorities to secure an opportunity for prompt repatriation.</span></p><p><span id="isPasted">&nbsp; &nbsp; &nbsp; &nbsp; <span style='font-size:16.0pt;font-family:"Times New Roman",serif;' id="isPasted">The MOI states that, to keep up with the pace of globalization, the safety management for foreign population should ensure both national security and human rights. Combined with the ongoing trend of declining birth rates, housing for the elderly has become a critical issue that must be addressed. At the same time, with the growing demand for elderly residents to live in social housing, it is essential to consider how to plan public service spaces and enhance quality of life in order to achieve healthy aging. These are key areas that require joint efforts and collaboration across different sectors.</p><p>In response to this issue, the Architecture and Building Research Institute (ABRI) under the Ministry of the Interior organized the &ldquo;Academic Symposium on the Development of Social Housing in an Aging Society&rdquo; on October 1, 2025, at the 15th-floor International Conference Hall of the Dapinglin Joint Office Building. The event brought together several experts and scholars to share their professional insights. Professor Cheng-Hsiung Chen discussed &ldquo;Trends in Elderly Housing Community Development and the Future Role of Social Housing.&rdquo; Architect Po-Tsung Chen examined &ldquo;Post-Occupancy Evaluation of Public Service Spaces in Social Housing from the Perspective of Active and Healthy Aging.&rdquo; Honorary Chairman Chih-Yuan Chang delivered a presentation on &ldquo;Smart and Age-Friendly Social Housing: Policies, Technologies, and Future Management Trends.&rdquo; Chairman Chia-Ming Tsai shared research on &ldquo;Post-Occupancy Evaluation of Housing Units in Social Housing from the Perspective of an Age-Friendly Environment.&rdquo; Finally, Section Chief Jung-Chih Hsin introduced &ldquo;Active Aging: Health Promotion and Daily Living Practices among Elderly Residents in Social Housing.&rdquo;</p><p>The symposium concluded with a panel discussion, during which all speakers and participants exchanged ideas and engaged in in-depth discussions. Approximately 140 participants attended the event, contributing to an enthusiastic and interactive atmosphere.
