The event will take place on the 4th floor of the Donggang Fishermen&rsquo;s Association in Donggang Township, Pingtung County. Medical services to be provided at the event include traditional Chinese medicine and Western medicine services, including ophthalmology, dentistry, blood pressure and blood glucose testing, abdominal ultrasound examinations, electrocardiogram (ECG) testing, and general internal medicine consultations. Physician consultations and physical therapy services will also be available. Despite strong market demand, the development of the gerontechnology industry continues to face significant challenges, including insufficient understanding of user contexts, unclear product value positioning, and a lack of real-world validation environments. These barriers hinder innovative products from effectively reaching the market and realizing their full potential.</p><p>To address these critical issues, ABRI is implementing the &ldquo;Digital Gerontechnology Product and Service Residential Validation and Methodology Development Project,&rdquo; under which two &ldquo;Value Proposition Workshops&rdquo; will be held in Taipei and Taichung on April 17 and 22, respectively. The workshops will be led by the experienced professional team from the iNSIGHT Center, NTU. Adopting a participatory co-creation approach, the workshops will incorporate design thinking methodologies to help enterprises reassess product positioning and market strategies, clarify core value propositions, and enhance both product strength and market competitiveness.</p><p>The workshop will be led by Calvin Lai, Strategy Director of the iNSIGHT Center, NTU, with support from a team of teaching assistants providing guided, hands-on facilitation. Participants will engage in the practical application of three classic business strategy tools. Through a systematic process, enterprises will be able to comprehensively map out key stakeholders, gain deeper insights into how different roles influence product success, and accurately align product offerings with target user needs and pain points. This process will further refine the value and benefits delivered by their products. Ultimately, participants will develop a concise and compelling value proposition statement, enabling clearer product positioning and stronger differentiation in the competitive gerontechnology market.</p><p>For digital gerontechnology enterprises facing challenges such as unclear product positioning, undefined target markets, or a lack of real-world validation settings, this workshop offers a valuable opportunity to rethink product strategies through guided practice. How to support older adults in living safely, independently, and with dignity in familiar home environments has become a critical issue of shared concern across society.</p><p>According to statistics from the Ministry of the Interior&rsquo;s Real Estate Information Platform for the first quarter of 2025, the average housing age nationwide has reached 33.23 years, with more than 55% of residential buildings over 30 years old. These figures reveal that many older adults live in environments that no longer fully meet safety and functional requirements, potentially hindering daily mobility and social interaction.</p><p>To address this pressing issue, the Architecture and Building Research Institute (ABRI), Ministry of the Interior, organized the Academic Symposium on Integrating Design of Healthy Aging Residential Spaces and Assistive Devices on the afternoon of August 27, 2025, at the 15th-floor International Conference Hall of the Dapinglin Joint Development Building. The event invited several domestic and international experts to share their insights, including Ms. Yoshiko Shimomoto, President of the Natural Heartful Care Network (Japan), who delivered a keynote lecture titled &ldquo;Care and Spatial Facilities: The Development of Japan&rsquo;s Medical and Welfare System.&rdquo; Other presentations included Mr. Tsai Chun-Ming, General Manager, on &ldquo;Planning for Residential Infrastructure and Assistive Devices in a Super-Aged Society,&rdquo; and Professor Li Tung-Ming on &ldquo;Integrating Design of Healthy Aging Residential Spaces and Assistive Devices.&rdquo; A panel discussion followed, engaging multiple scholars and specialists in in-depth exchanges.</p><p>The symposium attracted approximately 230 participants, generating lively discussions and sparking innovative ideas and practical strategies. Highlights of the tour included demonstrations and explanations of the 3,000 MT Hydraulic Testing System, L Type Reaction Wall and Strong Floor Testing Systems, a 250 MT Dynamic Hydraulic Testing System, and various results from seismic testing research. In addition, the group was introduced to advanced materials durability testing equipment such as the Xenon Arc Lamp Type System, Salt Spray Tester, and Temperature &amp; Humidity Chamber.</p><p>3.Real-time demonstrations using actual specimens provided visitors with a deeper and more specific understanding of structural component mechanics and accelerated aging experiments for building materials. These systems not only align with net-zero carbon emission targets but also reflect the modern enterprise&#39;s commitment to environmental, social, and corporate governance (ESG) responsibilities.<br />
However, with the widespread use of ESS, the risk of fire incidents has also increased. This is especially true for ESS equipment installed within buildings, where effective fire prevention and mitigation strategies have become a major concern for the public and industry alike.<br />
This seminar aims to explore fire risk assessment and mitigation strategies for ESS, drawing on the research and expertise of leading scholars. The goal is to provide the industry with scientifically sound reference materials and technical support.<br />

<p>On November 24, 2023, a group of 24 international students from Indonesia, Paraguay, Thailand, the Philippines, and other countries embarked on a field trip to the National Highway Police Bureau. Led by the Office of International Exchange Programs and Professor Wei-Jung Chang, Director of the Department of Foreign Police Affairs and dedicated mentor to foreign students, the visit aimed to enrich the students&#39; classroom learning with practical insights into Taiwan&#39;s approach to high-speed traffic control and the daily operations of its highway police force.</p>

<p>Commissioner Liao Mei-Ling of the National Highway Police Bureau led a group of students on a visit to the Control Center of the Northern Region Branch Office, Freeway Bureau. There, they learned about the latest highway management technology in Taiwan, as well as the traffic control procedures and monitoring devices. The international students also watched live demonstrations of highway police duties and accident scene management. They saw how the police used crash response vehicles, patrol cars, warning signs, speed detectors, and breathalyzers to handle emergencies and ensure safety on the road. The visit gave the students a firsthand glimpse of the challenges and risks of highway policing.</p>

The competition seeks to inspire the architecture and design industry, as well as students to apply future sustainable and carbon reduction techniques in net zero building planning and design concept to increase building energy efficiency. Furthermore, the competition also encourages the industry to invest in carbon reduction techniques and widen public-private partnership in promoting net zero buildings development.<br />
The competition is divided into the student and industry entry groups. The main theme of this year is the creative design of net zero building, using at least two types of net zero building techniques such as sustainable fa&ccedil;ade design, materials application, energy management, multi-power use, digital integration, and water and waste management, to develop a current or virtual building design concept. This idea encourages the youth and industry to infuse net zero building concept into architectural space and the overall design, in order to raise living environmental quality, management efficiency, and achieve the goals of ESG environmentally sustainable development, and net zero building.<br />
The registration timeline for the competition was from May 17th to August 15th, and a total of 30 entries were entered. The evaluation process, by a jury panel made up of net zero building professionals, scholars, and related organizations, successfully selected this year&rsquo;s high-quality entries.<br />
The Award Ceremony was held on December 15th, at Da Ping Lin Building&rsquo;s International Hall, and began after Director General Wang&rsquo;s opening remarks. The judges announced and presented the 4 winners for the student group, one each for the gold, silver, bronze and honorable mention, and the 10 winners for the industry group, one each for the gold, silver, bronze awards, 4 honorable mentions, and 3 finalists. A forum also took place giving the opportunity for the winners to share their design concepts and the application of net zero building techniques, showcasing the fruitful results of this year&rsquo;s competition. The event hosted a total of 56 participants and was covered by 6 media outlets.&nbsp;<br />

<p>The 2023 University Affairs Development Committee of Central Police University (CPU) was held on November 1<sup>st</sup>, 2023. It was hosted by President Yang, Yuan-ming. &nbsp;In addition to school members, Mr. Chen, Yong-Li, Deputy Director-General of National Police Agency, and Ms. Hong, Shu-zi, the adviser of Civil Service Protection and Training Commission, were invited to serve as the off-campus committee members and representatives of practical agencies.</p>

<p>The meeting was mainly about the draft of the university affairs development plan, which was based on the CPU&rsquo;s current university affairs status and the internal and external environment, adopting the rolling revision to formulate the specific development goals and strategies for the next four years, from 2024 to 2027. &nbsp;&nbsp;The basic framework of the draft plan was first discussed by relevant school units, and specific implementation plans and measures are put forward according to their business in charge. &nbsp;Lastly, it was submitted to the university affairs development committee for further discussion as the basis for the future administration of CPU.</p>

<p>In response of development of new crime patterns, CPU brings forward &ldquo;Projects in Enhancing Teaching Capacity Plan in Response to New Crime Patterns.&rdquo; &nbsp;In addition to enhancing the quality and quantity of research and hardware equipment, technology investigation will also be prioritized in the curriculum planning. &nbsp;Education enhancement in intelligent-policing and technology investigation will be the focus of university affairs development for the following years.</p>

<p>In his address, President Yang expressed pride in CPU&#39;s role in cultivating outstanding security personnel across various law enforcement fields, emphasizing the importance of their contributions to societal stability. President Yang acknowledged the dedicated efforts of CPU colleagues and students who, in recent weeks, wholeheartedly engaged in training and practice on campus. <p>Despite CPU&#39;s relatively small student body of just over 1,000, the university achieved remarkable success at this year&#39;s National Intercollegiate Athletic Games, securing 7 gold, 2 silver, and 7 bronze medals. This unity extends beyond the athletes to their classmates cheering from the sidelines, all collectively striving for victory.</p>

<p>From the vantage point of an observer, the palpable passion of the students during the preliminary rounds is unmistakable. And, to reduce the damage from fire, the design of building fire protection should have active and passive protections. Architecture and Building Research Institute (ABRI) has been focusing on the research of novel technologies and fire-resistant materials on buildings. In conference, ABRI and associated researchers shared research results on topics including: intelligent fire prevention, fire safety, fire-resistant materials, fire compartments, and fire risks of photovoltaic and indoor energy storage systems.<br />
Topics includes:<br />
Intelligent fire prevention: The application and prospective of intelligent technologies.<br />
Fire safety: The verification of hydraulic calculation for fire suppression equipment in buildings.<br />
Fire-resistant materials and fire compartments: The test criteria of non-combustibility for fire-resistant first-grade composite materials; lateral flame spread; fire compartments in logistics and storage buildings.<br />
Fire risk and active/passive fire protection: Photovoltaic and indoor energy storage systems.<br />
The topical speeches provided the prospective information of novel technologies, developments of building materials and active/passive fire protection for attendees. The conference has concluded successfully on November 24, 2023, in the Xiangxian Lecture Hall of the Department of Mechanical Engineering, National Cheng Kung University. Registration for the event was overwhelming with 60 people participated.</p>

Low-carbon construction, prefabrication, and application of the green and sustainable materials are encouraged and promoted. Among all, green building and its sustainability are the keys to achieve carbon zero emission in the construction sector, especially using wood and bamboo as the major construction materials. In order to clarify the impact and potential possibility of how green materials can be applied in the buildings, especially the behavior under fire, researches and experiments related on fire proofed wooden and bamboo components, such as CLT (Cross Laminated Timber), Glulam, and Local Bamboo products, have been carried out, and their applications have been examined. In this conference, five research reports were presented, the research topics were comprehensive and covered fire behavior of wood and bamboo as the construction material, which complied with the current policy, regarding how to adopt sustainable materials to achieve low carbon emission construction in the future.<br />
Totally, more than 110 audiences, including researchers, Architects, and Engineers, participated in the conference, and it was demonstrated the potential application of using CLT as floors or walls in the buildings with consisting of concrete columns and beams as major structures, providing the reliable hybrid structure system for designers to achieve sustainability and low-carbon construction successfully.</p>

The competition is divided into two categories: the &ldquo;Creative Fantasia&rdquo; Section for the conceptual design from the college students, and the &ldquo;Nesting toward the Future&rdquo; Section for the practical solutions and cases applied in the living spaces from the service providers or industries.<br />
This year&rsquo;s main theme centered on integrating AIoT technology and related applications within architectural spaces and community environments. The young designers and industry professionals are encouraged to incorporate digital technology into their works to propose the new ideas or demonstrate the solutions of intelligent and net-zero buildings, enhancing the quality of living environments, improving the operational management efficiency, or implementing innovative ESG environmental sustainability.<br />
The competition, running from April 25th to August 4th, attracted a total of 68 entries across both categories. These works were gone through the preliminary, on-site inspections (Nesting toward the Future Section only) and final reviews by the judging panel composed of experts, scholars, institutions and group representatives from the field of intelligent architecture. In the end, the outstanding works of the year had successfully selected.<br />
The Award Ceremony and Exhibition took place in the International Conference Hall of Dapinglin Joint Development Building on November 10th., 2023. Due to the innovative significance of the competition, it attracted media coverage. Prior to the ceremony, Director General Rong-Jing Wang briefed the media on the significance of organizing this competition, highlighted the achievements of previous years, and the distinctive features of this year&#39;s works. The award ceremony commenced after Director General Wang&#39;s opening speech, then the judging committee announced and presented 17 winning awards for both &quot;Creative Fantasia&quot; section and &quot;Nesting toward the Future&quot; section. 10 works were recognized in the &quot;Creative Fantasia&quot; section, including the silver and bronze awards (no Gold award this year) and 8 honorable mentions. 7 works were recognized in the in the &quot;Nesting toward the Future&quot; section, including the gold, silver, and bronze awards, and 4 honorable mentions.<br />
In the ceremony, the winning teams from both sections presented their works to share the inspiration and outcomes of their creations. Additionally, an exhibition of the 17 winning works was set up outside the ceremony hall to facilitate interaction between creative teams and relevant stakeholders for exchanging and inspiring the thoughts on the application of smart technology in living spaces. The Ceremony and Exhibition concluded and showcased the fruitful results of this year&#39;s competition. The event hosted a total of 130 participants, and it was covered by 17 media outlets.<br />

<p>CPU President Yuan-ming Yang passed on the torch of legacy and welcomed the incoming freshmen, including master&#39;s degree students in Class 112, two-year undergraduate students in Class 902, and four-year undergraduate students in Class 921. He spoke about the Heritage Night tradition, explaining that it is a heartwarming way to pass on the CPU spirit. He described the two-hour short performance, which is presented by the Students&#39; Association, clubs, and school teams, as a showcase of the CPU experience. He also highlighted the review video, which captures the metamorphosis and progress of the students. He expressed his hope that the freshmen would gain an understanding of the challenges and tests that lie ahead, after the trial of preparatory education. He encouraged them to face challenges head-on and create a colorful life from them, in the spirit of the play. He urged them to become excellent security magicians, take on the heavy responsibility of social security, contribute their talents, and give back to society.</p>

The courses provided topics ranging from residential to non-residential building energy efficiency evaluations and understanding the carbon footprint (embodied carbon), in the hope that through the cultivation of talents in the field of net-zero building, the influence of all sectors can be gradually accelerated and extended, promoting the development of net-zero building policies.<br />
The seminar was held on October 13, 2023, on the 15th floor of the Dapinglin Joint Development Building. Director Wang emphasized the significance of energy efficiency and carbon footprint evaluation as tools and methods on reaching net-zero buildings in his opening remarks. He highlighted that through the establishment and implementation of evaluation systems, the in-depth seminar explanations, and the active participation of cross-disciplinary professionals from all sectors, we will be able to achieve the net-zero architecture goals step by step.<br />
Professor Pan Chen-Yu from the Department of Architecture at National Cheng Kung University led the session, discussing topics such as &quot;Design Techniques &amp; Evaluation for Residential Net-Zero Buildings&quot;, &quot;Pathways for Non-Residential Buildings toward Net-Zero&quot;, and &quot;Utilizing Building Embodied Carbon for Net-Zero Architecture&quot;. The seminar aimed to promote net-zero architectural concepts and implementation approaches in various professional fields.<br />
The event was a resounding success with 121 attendees in total, including 39 architectural and electromechanical design professionals, 41 building and construction management inspectors, 17 property management individuals, and 24 other attendees.</p>

It was held at the NTUH International Convention Center on October 18, 2020. Political Deputy Minister Hua Ching-chun from the Ministry of Interior was invited to be the guest of honor at the opening speech. About 200 people participated in the event.<br />
The highlights of the forum presentations are as follows:<br />
(1) Issues and responses for building renovation and maintenance in Taiwan: Introducing the issues, laws and regulations, promotion methods of seismic assessment and enhancement of existing building renovation and maintenance, adding elevators and charging stations to old houses.<br />
(2) Discussion on renovation and maintenance of existing buildings from the perspective of the development history of buildings in Taiwan: Introducing the aging of exterior wall materials of domestic buildings, the development of building structures, common problems of old houses (seismic reinforcement, &ldquo;sea-sand buildings&rdquo;, water leakage, sound insulation and pipelines), and discussion of responses to market changes (standardization, preassembling and prefabrication).<br />
(3) Discussion on renovation and maintenance strategies of existing buildings from the perspective of ESG Goals: Introducing the relationship between buildings and ESG (environmental, social, and corporate governance), analyzing the connotation of international certifications such as building sustainability benchmarking indicators, as well as the procedures and standards for various certifications of buildings, and sharing successful cases of coaching certification.</p>

<p>Administrative Vice MInister Tang-an Wu indicated that the government provides full support from all aspects such as budget, legal system, and policy, to take care of the police. &nbsp;They took measures such as increased police attendance and increased hazard duty bonus for firefighters, maritime patrols, and immigration personnels; strengthened fire safety management, amended the &quot;Fire Services Act&quot;, passed the &quot;Fire Protection Equipment Personnel Act&quot;, and actively purchased various new police equipment to enhance their safety on duty.</p>

<p>Administrative Vice Minister Wu also indicated that a budget of NT$390 million for the &quot;Project in Enhancing Teaching Capacity Plan in Response to New Crime Patterns&quot; which was actively strived by Minister of the Interior Lin Yu-chang was approved by the Executive Yuan on August 17<sup>th</sup>, 2023. &nbsp;The budget will be mainly used to strengthen CPU&rsquo;s capacity of criminal investigation teaching and forensic research, and to help purchase more XR situation simulation systems to improve the effectiveness of practical shooting applications. &nbsp;It was also used to increase student meal expenses starting from May this year. &nbsp;All the above are the practical actions taken by the Ministry of the Interior to support the education of CPU in various aspects. &nbsp;We hope that all teachers and students can work and study at ease and cultivate high-quality security cadres for the country.</p>

The title of the speech was &quot;Make Impossible Possible.&quot;&nbsp;</p>

<p>Dr. Henry Lee was introduced by CPU President Yuan-ming Yang as the 24th alumnus of the Department of Administration Police at CPU. He went on to earn a doctorate degree in the USA and became a faculty member at the University of New Haven (UNH). Dr. Lee was later appointed as the Commissioner of the Connecticut State Department of Public Safety, becoming the first Chinese person to hold this position in the USA.</p>

<p>Dr. Lee maintains an incredibly demanding schedule year after year. His commitments extend to delivering enlightening speeches across multiple countries and actively participating in the investigation of more than ten thousand cases worldwide, where he has successfully resolved numerous intricate cases. His exceptional contributions to the field of forensic science have earned him the prestigious distinction of being recognized as one of the top ten forensic scientists spanning during the 18th to the 21st century. The fact that Dr. Lee graciously carved out time from his hectic agenda to return to CPU and impart his wisdom to the students is a truly exceptional and rare opportunity. It underscores his dedication to enhancing the educational experiences of those in attendance.</p>

<p>Dr. Lee first expressed his gratitude with a grateful heart for the kindness of his alma mater&#39;s cultivation, which laid a good foundation for his future work in forensic science. He emphasized the importance of being &quot;physical evidence oriented&quot; and &quot;sticking to an objective standpoint&quot; in his work, as well as never underestimating any case or person . Dr. Lee believes that the evidence should speak for itself and that he is responsible for history . Throughout his more than five decades of forensic and investigation work, he has made it his mission to &quot;make impossible possible&quot; by persisting in doing this one thing to the fullest . His unwavering dedication has led to numerous achievements, including more than 800 awards worldwide, over 20 honorary degrees, and the publication of 20 books and 400 journal articles.</p>

<p>Dr. Lee also shared many precious experiences from his investigations of significant cases. He explained how he uses keen observation, logical reasoning, and suitable forensic equipment to find clues and evidence at the crime scene and successfully solve cases. Dr. Lee also encouraged students to become people with dreams and goals, and to have a positive attitude towards life in order to maintain their motivation.</p>

<p>Dr. Lee&#39;s humorous and incisive keynote speech not only enhanced students&#39; forensic professional knowledge but also made them understand Dr. Lee&#39;s Philosophy of life such as &ldquo;Get along with others with sincerity and treat others with trustworthiness&rdquo; and &ldquo;be grateful, loving and kind&rdquo;.&nbsp; After the two-hour speech, which is rich in wisdom, knowledge and expectation is finished, all the students were deeply inspired, confident about their future practical work and even more willing to continue to contribute the things learned to public security work.&nbsp; At the end, the speech ended successfully in the passionate applause from everyone.</p>

Notably, it houses the largest crime scene comprehensive laboratory in the USA. In late May, Dr. David Stewart, the Associate Provost of WVU, visited Taiwan for academic exchange programs with several renowned educational institutions.</p>

<p>Dr. David Stewart visited CPU to meet with Yuan-Ming Yang, the president of CPU, for an insightful exchange on forensic science. During his visit, Dr. Stewart engaged in discussions with Prof. Sheng-Meng Wang, the Dean of the College of Police Science and Technology, Prof. Hsien-Hui Meng, Chairperson of the Department of Forensic Science, Associate Professor Christopher Yung-Fou Chen, and Director Kao Pei-Shan of the Public Relations Office. President Yang introduced Dr. Stewart to the law-enforcing education and police skill training that CPU students receive. He highlighted the Department of Forensic Science&#39;s commitment to various forensic research fields, including physics, chemistry, and biology. CPU expressed its keen interest in establishing further cooperation and fostering communication with WVU, paving the way for potential collaborations in the future.</p>

<p>Associate Provost David Stewart shared with CPU that WVU has established a long-term and close collaboration with the FBI. Additionally, the Department of Forensic and Investigative Science is planning to merge with the Department of Forensic Accounting in response to current crime trends. Their goal is to develop a mechanism to combat money laundering crimes in the future. During the meeting, President Yang also discussed with Associate Provost David Stewart the emerging types of crimes in Taiwan, such as Internet fraud, virtual currency, and third-party payment scams. <p>With Dr. Li-Jen Lester, Associate Dean of College of Science Engineering Technology, Dr. Bing Zhou, Chair of Department of Computer Science, Dr. Dennis Lu Chung Weng, Professor of Department of Politics and students of <a name="_Hlk136790050">Sam Houston State University</a>, they visited the Investigative and Forensic Technology Building, Multi-purpose Police Skill Gym and Shooting Scenario Hall.&nbsp; It helps them to know the great effort that CPU put into police technology and police skill training and the school differences from other university.</p>

<p>It has been more than 20 years since the establishment of sister schools in 2002 between CPU and Sam Houston State University. The two school have always had a strong tie and great interaction. &nbsp;Mr. Yuan ming Yang, the president of CPU, mentioned that there were ten faculty members who have gone to Sam Houston State University for master&#39;s and doctoral degrees, short-term research and guest visits.&nbsp; Returning to CPU to give back what they have learned after their studies is not only the symbol of friendship between the two schools but also the best bridge for academic exchanges.&nbsp; The rise of transnational crime and new forms of cyber fraud is seen in recent years, President Yang is also looking forward to having further cooperation with teachers and students of Sam Houston State University in the field of technology crime investigation in the future.</p>

The gathering event was a success.&nbsp; The teachers and students of Sam Houston State University have seen the dedication of CPU in cultivating public security officers. The two schools also promise to continue to keep in touch in the future, and the friendship will last forever.</p>

They specially invited Teacher Li Liyun to lead the immigrant sisters in making triangular zongzi decorations. Although Taiwanese zongzi and Southeast Asian Malay zongzi have different shapes, this time the sisters were given the opportunity to personally make triangular zongzi decorations, allowing them to experience the differences with their hometown&#39;s square-shaped Malay zongzi. Through different weaving methods, both Taiwanese family members and hometown relatives and friends could feel each other&#39;s blessings and gratitude.</p>

<p>During the program, Judge Wang Fukang from the Keelung District Court visited to promote the system of lay judges and explain the background of its implementation in Taiwan. The implementation of lay judges can change people&#39;s perception of the judiciary being distant and inaccessible. By involving lay judges with diverse backgrounds, life experiences, societal values, and personal perspectives on the law, the judicial expertise of the courts can be exchanged with the insights of lay judges, realizing the idea of &#39;lay judges - achieving justice in your heart.&#39;</p>

<p>NIA stated that this year&#39;s Dragon Boat Festival multicultural program combined emotions and knowledge. NIA also urged new immigrants and foreign migrant workers not to bring or purchase meat products from areas affected by swine fever to Taiwan, as they could face fines of up to 1 million New Taiwan Dollars. To assist foreign nationals who have overstayed their residence permits in Taiwan in safely returning to their home countries as soon as possible, NIA has implemented the &#39;Voluntary Appearance Program for Expanding the Scope of Overstayed Foreign Nationals&#39; from February 1 to June 30 this year. During the program, those who voluntarily appear to authorities will be treated with leniency, including exempting them from detention, imposing a minimum fine of 2,000 New Taiwan Dollars for overstaying, and providing preferential measures such as not prohibiting re-entry. The disaster area exceeded 350,000 square kilometers, with approximately 14 million people (16% of the total Turkish population) are impacted. The Architecture and Building Research Institute, Ministry of the Interior collected relevant information related to earthquake damage immediately after the earthquake. Professor George C. Yao from National Cheng Kung University also invited professors and industry technicians from Taiwan to form a team and conducted the disaster survey in T&uuml;rkiye. In view of the valuable experience of the T&uuml;rkiye earthquake, the conference is planned to be held to share the disaster investigation results with the academic and engineering industry in Taiwan, hoping to bring practical benefits to the engineering professionals.</p>

The organizers specially invited Vice President Lai to attend the exhibition.<br />
The booth set up by ABRI, MOI is laid out through signboards showcasing five research results that have been studied over recent years. Topics covered include the development of non-slip coefficient of friction for building floor tiles, suggestions on the regulations for the width of stairway entry/exit to the emergency shelter, earthquake disaster prevention measures for elderly homes, seismic design reinforcement for old houses in old streets, and design guidelines for elderly care in smart homes. The highlights of the research summary are as follows:<br />
1.Development of non-slip coefficients for building floor tiles: Help stipulate the &ldquo;Guiding Principle of Anti-Slip Coefficient or Grade for Building Floor Tiles&rdquo;. Suggest that buildings or places of use should set up warning signs on site when the surface of floor tiles is slippery or oiled, posing users with the risk of slipping.<br />
2.Suggestion on the regulations for the width of stairway entry/exit to the emergency shelter: through computer simulation experiments, it is proposed to install an elevator, reduce the width of the stairway entry/exit to the emergency shelter from 120 cm to 75 cm, and amend Article 55 of the Building Design and Construction Part of the Building Technical Regulations.<br />
3.Earthquake disaster prevention measures for elderly homes: Provide help in comprehensive seismic safety control, publish a reference manual for the protection of the elderly, take the initiative in early preventive measures for seismic safety to make the home environment safe and comfortable.<br />
4.Seismic design reinforcement for old houses in old streets: Propose seismic design methods for store-like houses along streets and strength calculation methods for open walls, and provide five design solutions for weak floors on the first floor and seismic evaluation procedures for effects caused by steel corrosion and wall opening.<br />
5.Design guidelines for elderly care in smart homes: In response to the rise of smart home technology and the demographic trend of population aging, design guidelines are published to assist architects, interior designers, and other practitioners in planning and designing a smart home that meets the needs of elderly care.<br />
A total of 27 research reports and manuals were displayed at the booth, and a QR code link was provided for visitors to find out about the Ministry&rsquo;s research results on the elderly home environment. A total of around 109,256 visitors came to the exhibition, and 9,200 visitors came to the ABRI booth. 980 visitors who inquired about consultation services were assisted on site. The exhibition was successful.</p>

Both parties believed that fraud, drug smuggling, human trafficking, and money laundering involved in organized crime groups have gradually developed in the direction of technology, the internet, and cross-border in recent years, and have become a threat to public security in many countries. Thus the top priority is to enhance the technological detection and prevention capabilities of law enforcement agencies and also should be applied to and rooted in police education and training to optimize the proficiency of future law enforcement officers. Moreover, strengthening the cooperation between international police and law enforcement agencies is also an important topic that cannot be delayed.</p>

<p>President Yang indicated during the meeting that Taiwan&#39;s public security has continued to improve stably in recent years and has ranked among the best in the world&#39;s public security evaluations. The number of criminal cases has also shown a downward trend and the detection rate has increased. As senior law enforcement officers at Homeland Secruity Investigation of America, Mr.Gonzalez and Mr. Sherota both felt that Taiwan&#39;s public security is excellent during their visit. They experienced a high sense of security when wondering and engaging in activity outdoors no matter it&#39;s in the day time or at night, in a city or a country. <p>In order to improve the first aid skill of faculty members and students and to acquaint them with the operating procedure of AED to meet the requirement of the safe place certification (the goal of 70％ of staff completing the training), Central Police University (hereinafter referred to as CPU) held &ldquo;CPR and AED basic lifesaving skill educational training for faculty and students&rdquo; on February 6th, 7th, 20th, 22nd, and 24th, 2023.&nbsp; CPU especially invited Zhe-xiu Wei and Yong-zhu Hong, who are advanced professional first aid instructors from Taoyuan Fire Department, and officer Zhi-yi Dai from Emergency and Rescue Command Center of National Fire Agency, Ministry of Interior.&nbsp; The educational training was a success.</p>

<p>There are 1441 faculty, staff and students in total in CPU, and 1271 of them enthusiastically participated in the first aid educational training.&nbsp; The participation rate is 88.2％. There are 341 faculty members, 278 of whom participated in this first aid training. &nbsp;The participation rate is 81.5％, which meets the requirement of the safe place certification (the goal of 70％ of staff completing the training).</p>

<p>The course includes detailed description about cardiopulmonary resuscitation related knowledge and skills, the operating procedure of AED and actual practice.&nbsp; After the instructor&rsquo;s instruction and demonstration, the participants all indicate that they are willing to lend a hand and use the skills learned to seize the golden three minutes and to save a precious life upon encountering emergency.&nbsp; After all, to save others is to benefit ourselves.</p>

<p>CPU kept epidemic prevention work on going during the educational training process.&nbsp; Teachers and students who participated the training session all wore masks and took their temperature. &nbsp;Eating and drinking were prohibited during the training and alcohol hand sanitizer was provided at the gateway and the venue. &nbsp;Those who were having symptoms of cold or fever were prohibited from participating and were asked to seek medical attention. &nbsp;The educational training was an absolute success.&nbsp; The teachers and students participated in the activity enthusiastically and all realized the benefit and importance of CPR and AED.&nbsp; CPU will continue to promote the education and training of basic life-saving skills and to improve the first aid skills of teachers and students to maintain the goal of campus safety!</p>

Gifts were given onsite in order to let foreign fishing crews feel the festive atmosphere of Lunar New Year. New Taipei City Service Center also took this opportunity to disseminate information about Alien Resident Certificate. For example, the holders of Alien Resident Certificate should apply for extension within 30 days prior to the expiry date. For alien residents who intend to return to Taiwan after home visit should apply for Re-entry Permit before leaving. There were 100 people participating in the event.&nbsp;</p>

<p>In addition, in order to let the fishing crews familiarize the epidemic prevention of African swine fever virus, illustrated multilingual cards &ndash; &ldquo;3 Don&rsquo;ts at NT$1 million&rdquo; were distributed. Foreign fishing crews were informed of the following rules: &ldquo;Don&rsquo;t bring meat to Taiwan,&rdquo; &ldquo;Don&rsquo;t buy meat products online and have them dispatched to Taiwan,&rdquo; and &ldquo;Don&rsquo;t visit animal farms in foreign countries.&rdquo; Illegal importation of meat products can be fined up to NT$ 1 million. Immigrants also need to follow the laws and thus help maintaining the quality of Taiwan&rsquo;s meat industry together.</p>

<p>&quot;Despite being a small university with approximately 1000 police cadets, the Central Police University has achieved exceptional results in national competitions. For instance, at the National Intercollegiate Athletic Games, the university not only won 6 gold medals, 2 silver medals, and 8 bronze medals, but also set 3 school records. In addition, the university&#39;s students have received numerous individual and team gold medals in various national competitions for police skills such as Judo, Shuai Jiao, and Shooting. These impressive accomplishments are the result of solid training at the university and serve as memorable proof of the students&#39; courage and perseverance during their time there.&quot;</p>

Due to the COVID-19 pandemic, attendees were required to follow safety protocols such as temperature checks, COVID-19 testing, and hand sanitization before entering the venue. <p>&quot;Heritage Night&quot; was an annual evening party held by the Central Police University (CPU) to welcome its freshman class. The theme of this year&#39;s party was &quot;Voyage to the Cosmopolice,&quot; which referred to the journey of the little prince as he searches for the true destination of his soul in the vast universe. This theme was chosen to symbolize the transformation that first-year students at CPU undergo during their boot camp training, as they discover their inner aspirations and become shining stars. Life at CPU is different from that at a typical university, as students are trained to become future law enforcement officers.</p>

<p>CPU President Chen Che-Wen welcomed the incoming class of freshman students, including master&#39;s degree students in Class 111, two-year undergraduate students in Class 892, and four-year undergraduate students in Class 911, to the Central Police University. He encouraged them to make the most of their time at CPU and to strive to become competent law enforcement agents with a strong academic and moral foundation. He reminded them that, regardless of the length of their program, they are now all members of the CPU community and should work to enrich themselves and achieve their dreams.</p>

<p>The Heritage Night performance at the Central Police University (CPU) provided a platform for senior students to showcase their talents and helped to strengthen relationships among them through the sharing of common interests. The event featured a range of impressive performances by clubs and academic teams, showcasing the CPU&#39;s commitment to combining civilian and military values. Heritage Night was a valuable opportunity for the university to convey its core values and perseverance to the incoming class of students, and it is expected that these students will carry the spirit of the CPU forward and preserve it for future generations.</p>

<p>CPU is a member of IACP, and has maintained good relationship with IACP for a long time. &nbsp;&nbsp;Over the years, CPU has dispatched different faculty to take part in the &ldquo;Annual Conference and Exposition&rdquo; held by IACP. &nbsp;This year, the dean of College of Justice Administration, Professor Tsai Ting-Jung will attend the annual conference in Dallas, USA in mid-October on behalf of CPU. &nbsp;&nbsp;This journey will not only facilitate the exchange between CPU and police officers worldwide, but also bring back many precious experiences.</p>

<p>After President Chen briefly introduced CPU school system to all guests, they went to visit the World Police Museum, and watched the video of CPU introduction. &nbsp;The President and Director of IACP shared their thoughts with CPU President after their visit the World Police Museum, and expressed they would continue to contribute police uniforms to World Police Museum in the future.</p>

<p>Deputy Minister Chen emphasized that the Government will back police work with action and continue to enhance workplace safety through legislation, budgets, regulations, etc. So the police don&#39;t bother about the backside and focus on their duties. <p>The associated regulations, according to the Ministry of the Interior, have been amended to ensure the safety of on-duty police officers and firefighters. These regulations include the Fire Services Act and condolence payments for police officers who have been injured or killed while on duty. Meanwhile, the &quot;Police Technology Crime Investigation Upgradation Program&quot; and the newly built &quot;Police Administration Data Center&quot; have been approved. The government actively organizes &quot;police social housing&quot; and continues to replace &quot;police radio system&quot; and &quot;police vehicles&quot; with practical actions. As a result, police officers can carry out their duties with complete peace of mind.</p>

<p>Lieutenant Cheng will study Ph.D. program at the Institute of Criminal Justice and Policy of the University of Mississippi. It is the first time that the Central Police University has send someone to the United States for a Ph.D. after many years. Lieutenant Tsai will pursue his master&rsquo;s degree at the Institute of Public Security of the Korean National Police University. He is the first Taiwanese to obtain the qualification for public-funded training at the Korean National Police University, which opens a new way for Central Police University to study abroad.</p>

<p>President Chen met with the two cadres on the morning of August 8, 2022. In addition to affirming their positive spirit of learning, President Chen also cared about issues such as room and board when studying abroad. When talking about Lieutenant Cheng&#39;s future dissertation research topic on &quot;Technology Law Enforcement / Smart Policing &quot;, President Chen shared his practical experience as the chief of the Aviation Police Department and the New Taipei City Government Police Department, as well as his experience of visiting policing in Boston, Berlin and the Netherlands. <p>Because they chose to come to Taiwan early enough to learn Chinese before their studies at CPU, they made many friends and grew to love Taiwanese culture. The energetic pair often traveled around Taiwan in their spare time. They adopted Taiwanese living and enthusiastically participated in local activities. H&eacute;ctor Alfonso would often shoot videos to introduce the culture of Taiwan and other countries via social media.</p>

<p>During their graduate studies, they got along well with their classmates. H&eacute;ctor Alfonso learned how to brew coffee by hand and often practiced with members of the coffee club. Interacting with Taiwanese students at school added a richness to their lives as students. Before graduation, they had a special lunch and exchanged souvenirs with CPU students.</p>

<p>On June 23, the two donated a set of Paraguayan police uniforms to the CPU museum as a thank-you to the school. CPU President Chen Che-wen especially invited the graduates to discuss their lives as students and their career plans upon returning home. He encouraged them to serve their communities enthusiastically as police officers, to apply what they had learned - and to cooperate with Taiwan in international law enforcement!</p>

Interior Minister Hsu Kuo-Yung has developed a special movie to honor and wish graduates. He urged graduates to consider &quot;police&quot; not just as a career, but as a lifelong aim of creating a safe and happy community.</p>

<p>430 Ph.D., master&#39;s, and undergraduate students graduated this year, including international students from Paraguay, Honduras, Thailand, and Indonesia, among other places. President Chen accepted the certification on behalf of (H&eacute;ctor David Alfonso Ramos of Paraguay, Watcharin Wiriyapatthanaphan of Thailand, and Omri Martahan of Indonesia.</p>

<p>Due to COVID-19, the CPU has not hosted an in-person graduation ceremony over the past two years, and this year has been a hybrid with a lot of effort. President Chen urged graduates to face the challenge with bravely and to begin their careers cheaply.</p>

<p>Minister Hsu remarked that the Central Police University, which is well regarded by the public, is the talent cultivation center of police executives. Hereinafter, graduation represents the beginning of a new chapter in one&#39;s life. He advised all graduates to regard the &quot;police&quot; as a lifelong mission and to use their power to contribute to society&#39;s safety. &quot;Where the threat is, the police respond, &quot; he stated. He also highlighted that the pandemic was tough for the police and firefighters and health care professionals during the past two years. <p>Through the partnership with Office of Labor Inspection, senior labor inspectors will be able to conduct immediate diagnosis for potential risk factors to eliminate dangers from happening. &nbsp;What&rsquo;s more, by holding executive forum to facilitate experience exchange of safety and health, benefits include diagnosing the integrity of occupational safety and health management system, disseminating protective measures of faculty&rsquo;s physical and mental health, counseling on the improvement of safety and health equipment in workplace, and training management personnel on safety and health. &nbsp;CPU looked forward to collaborating with experts from labor inspection agency and exerted synergistic effect to improve professional knowledge and performance management of safety and health, assure the safety and health of CPU&rsquo;s teachers and students, and prevent occupational injury.</p>

<p>NCL assesses journal prestige and impact, compares the influence of journals within a specific subject area, and generates an award list via a database: By 2021, Taiwan will have NCL Taiwan Periodical Literature, Taiwan Citation Index&mdash;Humanities and Social Sciences, and a National Digital Library of Theses and Dissertations.&nbsp;The Long-Term Dissemination Award for Journals is given to the top five Taiwanese journals based on the &quot;2020 Influence Index in Five&nbsp;Years,&quot;&nbsp;with eighteen discipline clusters counted separately.&nbsp;CPU&#39;s Police Science Bimonthly was awarded third place. The top ten NCL journals that were used the most frequently in 2021, including paper retrieval, image use, and PDF downloads, received the Resource Contribution Award for Journals. Police Science Bimonthly was awarded sixth place.&nbsp;CPU&nbsp;received two certificates from NCL.</p>

<p>On March 29, 2022, CPU held a training workshop to increase familiarity with detection equipment. This training was for task force members, and the speakers were from the CPU Department of General Affairs and the manufacturer&#39;s personnel. The workshop included the operation of detection equipment (including infrared and radio-frequency detection) as well as the detection of pinhole cameras and an acoustic intercept receiver on-site. The Office of General Affairs provided additional information on the following operational processes, and the workshop concluded with a positive response.</p>

<p>The CPU will perform monthly detecting operations and announce the results on the Office of General Affairs&#39; website in order to implement the detecting operation of pinhole cameras and elevate the privacy and security on campus. Faculty and students can also learn about pinhole camera prevention from the website, which helps to protect our personal privacy and security from malicious intrusion.</p>

Although it has been controlled gradually, the variant virus spreads fast. Central Police University keeps track of the temperature and health condition of students during the weekdays and disseminates the anti-virus measures, such as maintaining the social distance, wearing facial masks, and washing hands frequently. In order to prevent the campus from being affected by the variant virus, students are required to complete the COVID-19 self-test before returning to campus after winter vacation. CPU also made efforts on getting students and faculties vaccinated at school to increase vaccination rate.</p>

<p>The project of group-vaccination at campus was agreed by CECC and instructed to co-organized with Department of Public Health, Taoyuan and the hospital nearby. It was arranged to be done in two batches with Department of Public Health and Taipei Veterans General Hospital Taoyuan Branch. The cadets and faculties could choose the vaccine brand (Pfizer-BioNTech or Moderna). They had their booster shots taken at Recreation Room in You-Yi Building on Friday March 4 and 11 at 2 PM to 4 PM. After this group-vaccination, the vaccination rate had risen from 37.9% to 62.0% since February 21.</p>

<p>President Chen came to visit and greet students. He appreciated that Taipei Veterans General Hospital Taoyuan Branch allocated the doctors, nurses, and administration staffs to campus for group-vaccination and professional medical assistance which made students and faculties to get vaccinated without inconvenience. CPU was grateful whole-hearted to the Minister of Ministry of the Interior Hsu, Kuo-yung, Political Deputy Minister of Ministry of Interior Chen, Zong-yan and Mayor of Taoyuan city Cheng, Wen-Tsan for assisting CPU in obtaining the two previous group-vaccination of the first and second doses and the booster&rsquo;s this time. Cultivating future cadres is highly valued. Faculties and students are able to devote themselves to accomplish mission.</p>

<p>The opening ceremony was hosted by Secretary General Huo and taken place in basement of women&#39;s dorm at 9 AM on Wednesday, March 9, 2022.&nbsp; Faculties and students were invited to attend the ceremony to be a part of this new page in history.</p>

<p>Secretary General Huo mentioned at the ceremony that women&#39;s fitness center in Ching-Hsien Building meant to improve the gender-friendly environment and gender equality education in CPU. &nbsp;Female students are able to relieve tension through work out in dorm during their spare time. &nbsp;Moreover, the dumbbell training zone was set specially for the physical examination of the Police Officer test which women are required to reach at least 30 kilograms in grip strength.</p>

<p>The president Chen especially visited the women&#39;s fitness center at 10 AM in the morning on March 10. He expected female students become stronger, happier, braver and more responsible.</p>
