By the end of Apr 2026, the male population was 11,439,382 and female population was 11,823,162. The sex ratio was 96.75 compared with male to female.&nbsp;</p><p>4. There were 8,144 babies born in Apr 2026 which decreased 6.22% compared with the same month last year. The average showed that a baby was born about every 5.3 minutes. The annual crude birth rate was 4.26&permil;.&nbsp;</p><p>5. There were 15,994 deaths in Apr 2026 which decreased 7.04% compared with the same month last year. Several comments and suggestions were provided to guide the project&rsquo;s execution. Despite strong market demand, the development of the gerontechnology industry continues to face significant challenges, including insufficient understanding of user contexts, unclear product value positioning, and a lack of real-world validation environments. These barriers hinder innovative products from effectively reaching the market and realizing their full potential.</p><p>To address these critical issues, ABRI is implementing the &ldquo;Digital Gerontechnology Product and Service Residential Validation and Methodology Development Project,&rdquo; under which two &ldquo;Value Proposition Workshops&rdquo; will be held in Taipei and Taichung on April 17 and 22, respectively. The workshops will be led by the experienced professional team from the iNSIGHT Center, NTU. Adopting a participatory co-creation approach, the workshops will incorporate design thinking methodologies to help enterprises reassess product positioning and market strategies, clarify core value propositions, and enhance both product strength and market competitiveness.</p><p>The workshop will be led by Calvin Lai, Strategy Director of the iNSIGHT Center, NTU, with support from a team of teaching assistants providing guided, hands-on facilitation. Participants will engage in the practical application of three classic business strategy tools. Through a systematic process, enterprises will be able to comprehensively map out key stakeholders, gain deeper insights into how different roles influence product success, and accurately align product offerings with target user needs and pain points. This process will further refine the value and benefits delivered by their products. Ultimately, participants will develop a concise and compelling value proposition statement, enabling clearer product positioning and stronger differentiation in the competitive gerontechnology market.</p><p>For digital gerontechnology enterprises facing challenges such as unclear product positioning, undefined target markets, or a lack of real-world validation settings, this workshop offers a valuable opportunity to rethink product strategies through guided practice. By starting from user needs, participants can develop more relevant, feasible, and impactful gerontechnology solutions. These systems not only align with net-zero carbon emission targets but also reflect the modern enterprise&#39;s commitment to environmental, social, and corporate governance (ESG) responsibilities.<br />
However, with the widespread use of ESS, the risk of fire incidents has also increased. This is especially true for ESS equipment installed within buildings, where effective fire prevention and mitigation strategies have become a major concern for the public and industry alike.<br />
This seminar aims to explore fire risk assessment and mitigation strategies for ESS, drawing on the research and expertise of leading scholars. The goal is to provide the industry with scientifically sound reference materials and technical support.<br />

By the end of Nov 2023,&nbsp;the total population was&nbsp;23,415,008&nbsp;&nbsp;with an&nbsp;increase&nbsp;of 181,415 compared with the same month last year. The population growth rate was 0.78% which meant that the average daily increased was 497.03.</p><p>3. By the end of Nov 2023, the male population was 11,552,369 and female population was 11,862,639. The sex ratio was 97.38 compared with male to female.</p><p>4. There were 11,272 babies born in Nov 2023 which decreased 8.71% compared with the same month last year. The average showed that a baby was born about every 3.8 minutes. The annual crude birth rate was 5.86&permil;.</p><p>5. There were 15,965 deaths in Nov 2023 which decreased 9.90% compared with the same month last year. The average showed that there was about one death at every 2.87minutes. On the morning of November 7, 2023, the ABRI held the &quot;International Academic Symposium on Elderly and Barrier-free Living Environment&quot; at the International Conference Hall on the 15th floor of Dapinglin Joint Development Building. ]]></description><author>2.16.886.101.20003.20001</author><pubDate>Fri, 10 Nov 2023 02:00:00 GMT</pubDate></item><item><title><![CDATA[“Introduction & Practice of Building Energy-Efficiency and Carbon Footprint Design” seminar, hosted by the Architecture and Building Research Institute, Ministry of the Interior, was met with enthusiastic participation from attendees.]]></title><link>https://www.moi.gov.tw/english//News_Content.aspx?n=7628&amp;s=297909</link><description><![CDATA[<p>In response to Taiwan&#39;s goals towards net-zero emissions in the architectural sector, the Architecture and Building Research Institute, Ministry of the Interior, organized a seminar for professionals in architectural and electromechanical design, building and construction management inspection, and property management. The courses provided topics ranging from residential to non-residential building energy efficiency evaluations and understanding the carbon footprint (embodied carbon), in the hope that through the cultivation of talents in the field of net-zero building, the influence of all sectors can be gradually accelerated and extended, promoting the development of net-zero building policies.<br />
The seminar was held on October 13, 2023, on the 15th floor of the Dapinglin Joint Development Building. Director Wang emphasized the significance of energy efficiency and carbon footprint evaluation as tools and methods on reaching net-zero buildings in his opening remarks. He highlighted that through the establishment and implementation of evaluation systems, the in-depth seminar explanations, and the active participation of cross-disciplinary professionals from all sectors, we will be able to achieve the net-zero architecture goals step by step.<br />
Professor Pan Chen-Yu from the Department of Architecture at National Cheng Kung University led the session, discussing topics such as &quot;Design Techniques &amp; Evaluation for Residential Net-Zero Buildings&quot;, &quot;Pathways for Non-Residential Buildings toward Net-Zero&quot;, and &quot;Utilizing Building Embodied Carbon for Net-Zero Architecture&quot;. The seminar aimed to promote net-zero architectural concepts and implementation approaches in various professional fields.<br />
The event was a resounding success with 121 attendees in total, including 39 architectural and electromechanical design professionals, 41 building and construction management inspectors, 17 property management individuals, and 24 other attendees.</p>

As there are limited opportunities for potential draftees to return from abroad, any potential draftees should use their next holiday visit back to the country to apply for conscription-related physical examination at their district household registration office. This would facilitate the military-related application processing of these potential draftees upon graduation from their studies and return to the country.</p>

The content includes 3 parts: the generality and description of housing and non-housing types of buildings energy efficiency rating and the introduction and description of low-carbon building.<br />
The seminar aims to train 3 kinds of professionals, such as &ldquo;Building and Electrical Mechanical Design Professional Technicians&rdquo;, &ldquo;Architecture Administration and Construction Relevant Reviewers&rdquo;, and &ldquo;Construction, Maintenance and Property Management Personnel&rdquo;. At the same time, the public is welcomed to register, so as to cultivate and promote the teaching experience accumulation of the net-zero building cross-disciplinary talents with easy-to-understand and lively knowledge teaching materials to assist in guiding the net-zero transformation.&nbsp;<br />
The seminar is &ldquo;free of charge&rdquo; and mainly conducted &ldquo;physically&rdquo;, and the relevant information about the seminar is as follows:<br />

According to the household registration data, there were 9,199,122 households at the end of Aug 2023. Compared with the same month last year, there increased 156,213 households with an increase rate of 1.73%.</p>

<p style="margin-left:12.0pt;">2. By the end of Aug 2023,&nbsp;the total population was 23,399,654 with an increase&nbsp;of 205,100 compared with the same month last year. The population growth rate was 0.88% which meant that the average daily increased was 561.9.</p>

<p style="margin-left:12.0pt;">3. By the end of Aug 2023, the male population was 11,550,127 and female population was 11,849,527. The sex ratio was 97.47 compared with male to female.</p>

<p style="margin-left:12.0pt;">4. There were 12,016 babies born in Aug 2023 which increased 0.96% compared with the same month last year. The average showed that a baby was born about every 3.7 minutes. The annual crude birth rate was 6.05&permil;.</p>

<p style="margin-left:12.0pt;">5. There were 17,139 deaths in Aug 2023 which decreased 3.88% compared with the same month last year. The average showed that there was about one death at every 2.6 minutes. The annual crude death rate was 8.63&permil;.</p>

<p style="margin-left:12.0pt;">6. The couples of marriage were 7,621 in Aug 2023. Including 7,361 couples of different gender and 260 couples of the same gender. The annual crude marriage rate was 3.84&permil;.</p>

<p style="margin-left:12.0pt;">7. The couples of divorce were 4,767 in Aug 2023. Including 4,689 couples of different gender and 78 couples of the same gender. The annual crude divorce rate was 2.40&permil;.</p>

<p style="margin-left:12.0pt;">8. There were 103,978 in-migrants in Aug 2023 which increased 4.35% compared with the same month last year. In the same time there were 91,624 out-migrants which increased 2.69% compared with the same month last year.</p>

<p style="margin-left:12.0pt;">9. At the end of Aug 2023, the indigenous people was 587,482 with an increase of 4,997 compared with the same month last year (2.51% of the total population).</p>

]]></description><author>2.16.886.101.20003.20001</author><pubDate>Thu, 10 Aug 2023 02:00:00 GMT</pubDate></item><item><title><![CDATA[The Minister of the Interior arrived at UCC to express appreciation to the special search personnel for their hard work]]></title><link>https://www.moi.gov.tw/english//News_Content.aspx?n=7628&amp;s=282753</link><description><![CDATA[<p>The peripheral circulation of typhoon Khanun brought catastrophic torrential rains, severely damaged Ren-Ai Township, Nantou County. Floods and debris flows were reported at multiple sites. The special search team of National Fire Agency (NFA) rushed to the worst-affected areas of Ren-Ai at the first available time. A USAR Coordination Cell (UCC) was established to integrate the subsequent support and rescue teams and resources for joint efforts in search and rescue tasks.</p>

<p>Minister of the Interior Lin Yu-Chang was briefed the search and rescue works as he arrived at UCC at 14:00 on August 6. At present, the second brigade of Nantou County Government Fire Bureau (22 people), the special search and NFA rescue team (18 people and 2 dogs), New Taipei City Government Fire Bureau (50 people and 4 dogs), and Taichung City Government Fire Bureau (20 people and 2 dogs) were assembled at UCC. &nbsp;A total of 110 special rescue workers personnel and 8 search and rescue dogs were put into the disaster relief work. Supporting workers and search and rescue teams were dispatched to deliver life-supporting supplies to Lushan Hot Spring personnel and evacuate 2 stranded campers at the Dongyan Mountain waterfall camping, depending on the development of disaster.</p>

<p>After the briefing, the Minister instructed the search and rescue teams to not only devote all their efforts to disaster relief work, but also encouraged the special search team members to pay attention to their own safety while working in the deviated areas. He recognized the search and rescue teams with an appreciation bonus and expressed his gratitude to the team members for helping Nantou with disaster relief and &ldquo;putting themselves in the victims&rsquo; shoes&quot;.</p>

The Taiwan International Search and Rescue Team immediately dispatched 130 people to Turkey for disaster relief. They assisted the US team to establish a regional coordination center as they arrived in the disaster area, which marks the beginning of the interactions between the two. As a continuation of disaster relief cooperation and friendship in Turkey, From June 6 to 16, the special S&amp;R team of National Fire Agency (NFA), Ministry of the Interior went to the United States for a joint disaster prevention and relief exercise in Indiana. Immediately after the exercise, the team flew to Los Angeles for an interactive visit with the Los Angeles County Fire Department Urban Search and Rescue Team (LAcoFD USAR), hoping to establish a long-term partnership with the United States counterpart.</p>

<p>NFA stated that Taiwan team was one of the first teams to arrive at the hardest-hit area of Turkey, assisted the US team in establishing a subdivision coordination center (SCC), and walked teams from Armenia, Algeria, Russia and other countries through the situation for effective management and communications with international search and rescue efforts. The task was handed over to the US team the next day as they arrived at the scene. Thanks to the opportunity to work side by side with the United States in Turkey, the rescue operation was a total success. In order to deepen the interactions between the United States and Taiwan and continue the comradeship in disaster relief in Turkey, Director-General Hsiao Huan-Chang specially appointed Chen Yi-Feng, the captain of the special S&amp;R team, to lead a team of 11 for the local disaster prevention and relief joint exercise from June 6th to 16<sup>th</sup> in Indiana, USA, and have a 4-day search and rescue training and simulation scenario exercise with certified S&amp;R teams in the United States. During the exercise, the Taiwan team and their US counterparts shared the differences in one another&#39;s practices, learned from one another, and conducted technical exchanges. Then, the team went to Los Angeles for an interactive visit to Los Angeles County Fire Department Urban Search and Rescue Team (LAcoFD USAR). LAcoFD is one of the only two heavy-duty search and rescue teams certified by the United Nations International Search and Rescue Advisory Organization (INSARAG) in the United State and a partner of the Taiwan team working together in Turkey. During this visit, the United States and Taiwan shared their experience as search and rescue teams in management, logistics, search, rescue, and medical treatment, as well as the exchange of disaster relief experiences. &ldquo;I would like to express my gratitude for the Taiwan S&amp;R team for their performance in Turkey, and recognize the overall ability and performance of Taiwan team demonstrated during the visit,&rdquo; said Greg Short, the captain of LAcoFD USAR.</p>

<p>NFA pointed out that LAcoFD USAR is invited to strengthen the experience of international humanitarian rescue cooperation. It is hoped that the United States join heavy duty search and rescue team will come to Taiwan for the drill during September 21 National Disaster Preparedness Day in September this year, so as to establish a long-term partnership between the two parties relation.</p>

Taiwan also released the &ldquo;Taiwan&rsquo;s Pathway to Net-Zero Emissions in 2050&rdquo; in March last year requiring a goal of near net-zero carbon buildings by 2050.<br />
In order to grasp the carbon emission status of the four stages of building manufacturing and transportation, construction, renovation and repair, and demolition and abandonment, the Architecture and Building Research Institute, Ministry of the Interior plans to establish a low embodied-carbon building rating system. In order to successfully launch this system, the Architecture and Building Research Institute, Ministry of the Interior held the &ldquo;Low Embodied-carbon Building Rating System&ndash; Low-Carbon Techniques and Low-Carbon Circular Building Materials Evaluation and Certification Conference&rdquo; in the northern, central, and southern districts of Taiwan on May 11, 12, and 16 this year. In addition to introducing the &ldquo;Low Embodied-carbon Building Rating System&ndash; Low-Carbon Techniques and Low-Carbon Circular Building Materials Evaluation and Certification Conference&rdquo;and &ldquo;ISO 14067 product carbon footprint inventory and verification of low-carbon circular building materials&rdquo;, the conference was also open for manufacturers to exchange opinions and participate in the pilot willingness survey. Building material manufacturers, construction manufacturers and construction supply chain suppliers participated enthusiastically. A total of more than 230 people participated in the 3 sessions, and more than 40 manufacturers have expressed their willingness to participate in the trial evaluation of low-carbon (low embodied-carbon) building rating and certification.</p>

The disaster area exceeded 350,000 square kilometers, with approximately 14 million people (16% of the total Turkish population) are impacted. The Architecture and Building Research Institute, Ministry of the Interior collected relevant information related to earthquake damage immediately after the earthquake. Professor George C. Yao from National Cheng Kung University also invited professors and industry technicians from Taiwan to form a team and conducted the disaster survey in T&uuml;rkiye. In view of the valuable experience of the T&uuml;rkiye earthquake, the conference is planned to be held to share the disaster investigation results with the academic and engineering industry in Taiwan, hoping to bring practical benefits to the engineering professionals.</p>
