 The Ministry of the Interior (MOI) is responsible for subjects relating to people's rights, social well-being and also the national infrastructure of the country, including population, territory, construction, conscription, social welfare, local systems, social security, disaster prevention, immigration guidance, etc.
President Ma revealed his policy vision of "putting Taiwan first for the benefit of the people" and the Ministry upholds the concept of "with our people in mind, stronger programs to defeat injustices" . We are expecting to create a minimization of corruption in politics, caring for disadvantaged groups, developing convenient civil services, social justice regarding sustainable development and a safe, well functioning and happy homeland.
In recent years, the world has seen rapid developments and numerous changes in the international situation. We encountered a global financial crisis, regional economic integration, middle-east democracy movements, international crude oil supply shocks, increased prices of international raw materials, climate changes leading to heavy natural disasters, the invasion of H1N1 novel influenza, domestic industrial needs to upgrade facilities, a large gap between rich and poor, and an aging society as well as rapidly declining birth rates. To face these challenges, the Executive Yuan is carefully and steadily listening to our people thus maintaining a professional perspective to promote our governmental policies. The Ministry is also actively boosting investment, strengthening social safety mechanisms, improving the quality of our people's lives and promoting energy conservation concepts all with the goal of building a sustainable environment. Successively, we are carrying out important policies to implement integrated housing interest benefits and our "Housing Subsidies for Youth Program" . We are also subsidizing our mid or low-income senior citizens with free prosthetic teeth, implementing new public assistance laws to help more disadvantaged people, operating our National Pension Insurance to protect the lives of senior citizen, quickly launching "immediate care" emergency assistance in the face of a financial tsunami, allowing a balanced development of living areas, five cities have completed restructuring. With these concepts in mind, in order to remember the 8 August, 2009 flood disaster experience, revise the "Disaster Prevention and Protection Act" , to connect the 165 anti-fraud hotline with relevant units and thus significantly reduce the occurrence of phone fraud, to thoroughly strengthen the mechanism of cross-strait joint crime-fighting with the purpose of fortifying the prevention and control of cross-border crime, to implement the "Human Trafficking Prevention Act" to enhance the human rights of migrants. Through various joint efforts of our government and people, these measures are having important positive effects.
For the purpose of clarifying the policies and development progress of the Ministry of the Interior, we have summarized the key points and separated them into six main policy categories:

National Territories Development-Forest and Seacoast Recovery, City and Country Remodeling: We are formulating and revising the national relative act, promoting energy conservation and carbon with the avowed purpose of focusing on three living areas and seven major development regions and also developing our Urban Renewal Program and also to building accessible and pedestrian friendly spaces. |

Population Policy-Boosting Birth Rate, Elderly Care and Assistance for Foreign Spouses: The Ministry is working constantly to promote family values, enhance welfare for our senior citizens to ensure their economic security, life care, and health maintenance, to encourage high-tech and professional immigrants and to help foreign spouses adapt to the environment. With these important goals in mind, we are regularly reviewing and revising our population policies. |

Social Welfare-Improving Poverty Care and Disadvantaged Group Assistance: It is our purpose to increase the minimum cost of living and expand care for disadvantaged people, to revise the Children and Youth Welfare Act to ensure their rights, to revise the National Pension Act to cover more people in need, to expand care for families with special circumstances, to preserve the rights of the disabled as well as providing them with comprehensive services and support functions, to strengthen our efforts in domestic violence and sexual assault prevention as well as improving youth protection. |

Public Security-Strengthening Security and Police Services: We will eliminate fraud, theft, and rumors, to improve equipments and well managing the budget, to emphasize on anti-corruption by establishing a system of rewards and penalties, to gather volunteers to maintain a safe society, to combine of private volunteers to maintain security and order on the streets. |

Disaster Prevention-Building a Comprehensive System to Ensure the Safety of Our Citizens: We will revise the Disaster Prevention and Protection Act and the Organization Act of the Disaster Prevention and Protection Agency. It is also our determination to develop a comprehensive system for disaster prevention and performing disaster prevention drills, to establish an advanced training center, to expand aerial search and rescue facilities, in addition to developing a platform for information analysis concerning disaster prevention. |

Human Rights-Democratic Deepening and the Implementation of Human Rights Treaties: We will establish the Administrative Division Act and related regulations to complete city and county mergers and upgrade various projects, to promote the legal system of our political parties, to review and revise regulations which were in conflict with the International Covenants on Civil and Political Rights, International Covenant on Economic, Social and Cultural Rights. It is also our objective to promote legislation for the Refugee Act to ensure the rights of refugees, to revise the Parade and Assembly Law, to support the "Democracy Moves Forward" movement. |

Looking back on the past two years, we have been through hardships such as natural disasters and economic crises. The Ministry of the Interior has never stopped working on delivering better lives to our citizens, preventing corruption, improving care for disadvantaged groups, enhancing public services, conserving energy, balancing development of both urban and rural areas, and making our homeland a place of justice and peace.
An Outline of Interior Affairs of 2011 detailed the changes and improvements of Taiwan within the year. In the future, we will continue to work on improving standards of living as well as fulfilling the needs of our citizens.
