The Ministry of the Interior administers the internal affairs of the Republic of China and these functions involve extensive activities concerning population, land, construction and planning administration, conscription management, social welfare, local systems, social order, and disaster prevention with particular emphasis on fundamental human rights and the improvement of the lives of our people.
　

Communal peace and public order, social welfare, townscape renaissance and fire and disaster relief are the four dimensions of MOI's administrative vision for the long-term development of Taiwan.
　

1. Social Peace and Public Order

Our Police Administration Optimization Program is underway for the specific purposes of fighting crime, guaranteeing public rights and starting our Improve Public Security and Strength Our Action Policy. Our plans include encouraging all of our people to become involved in public security under the following courses of action including:
The development of serious and fair implementation of law enforcement and the engendering of respect for the government through the institution of faith in the rule of law; attacking and suppressing the illegal arrogance of underworld gang factions; comprehensive and severe gun control and eradication of narcotics; purification of our social order and overall environment; guarding against systematic larceny and fraud; protecting the security of public property; the unification of societal resources; comprehensive promotion of community public security; taking strict precautions against extreme high speed driving thus ensuring traffic safety; enhancing overall education and training and promoting law enforcement capabilities.
　

2. Social Welfare

Our goal is to establish a balanced and fair social welfare policy. In response to the increase of Taiwan's aging population, we have formed our Long-term Care System Planning Team to construct pertinent whole, continuous and numerous mechanisms designed to help our senior citizens. We are currently planning necessary service functions; resource management, National Pension System related to long-term care and we are changing our focus, by combining various civilian resources, to community-based care for the aged. It is furthermore our policy thoroughly and gradually to enforce a Big Warm Social Welfare Policy in order to concern weak groups. We are also carrying out policies regarding women as one of our guiding principles. Within the parameters of this concept, we are assisting women to support themselves through self-development. We are in addition constructing maintenance systems for young children and youth, while at the same time we are building concern and respect for the environment. In order to coordinate the vigorous execution of sexual harassment prevention laws, we are constructing complete sexual harassment prevention and control systems.
　

3. Township Landscape

Our policy is to promote a national sustainable territorial plan and to strengthen control of our national area usage characteristics under our present situation. The concept of township landscape is thus to providing a living environment conforming to human dignity; i.e. to promote symbiosis with the environment in order to create a safe, comfortable, culturally unique living space containing beautiful landscapes which are suitable for human habitation and which are teaming with boundless life. In maintaining a balanced developmental concept among our various locations, we are paying special care slowly to reinforcing developed districts. At the same time, we have planned cultural guidance mechanisms to enhance sustainable developmental functions.
　

4. Fire and Disaster Relief

The primary target is to enhance our disaster relief and airborne supportive efficiency and we consequently have thus obtained germane information concerning high risks in certain areas in order to reduce casualties by executing forced evacuations in the event of typhoons or flood alerts. We have distributed disaster prevention propaganda in order to improve fi re safety awareness. With the goal of safeguarding public life and property to ensure general security, we have completed a public security correlation law and strengthened preventive natural disaster rescue operational mechanisms to enhance our general safety management procedures. We are also strengthening implementation of the
flight safety supervision mechanism and strengthening our aircraft maintenance and repair capacity. We completed ground-to-air three-dimensional communications networks in order to strengthen our disaster relief and rescue operations.
　

The administrative vision of the Ministry of the Interior entails being a caretaker who really and truly is concerned about the welfare of our citizens. Therefore, we are sparing no pains in creating a quality living environment, which is free from threats, encourages citizen participation, and which provides convenient services and sustainable development. In addition, this Ministry is now informing everyone throughout all walks of life about its accomplishments, which entail the establishment of fair and competitive environments among political parties, encouraging our democratic constitutional
development, and which improve funeral and burial facilities and funeral and burial service
qualities. Furthermore, within a related context, this Ministry will improve household registration and administration efficiencies; promote population policies in light of the contemporary ageing of our society and our declining birth rate. We are also carrying out child and youth protection and family support, in addition to developing the manpower needed for the construction of home and community care facilities and the protection of the resources of senior citizens. It is also our policy to popularize a community care-giving system for our senior citizens and disabled citizens, to carry out-group protective measures against victims of sexual assaults and domestic violence and to promote community development. We are also enhancing sea area management, defending our territorial sovereignty, accelerating the measurement of ROC national lands to strengthen
cadastral managements, carrying out our professional licensing system and safeguarding real estate transaction security. This Ministry is in addition completing the living management and service situations of alternative service, improving a sound military service system and draft procedures, executing fair military service conditions, and we are also implementing the servicing and caring of alternative draftees and their relatives. It is also our policy to improve criminal identification procedures, to develop detection guards to protect our science and technology, to promote strong detection facilities to identify criminal activities. We are enhancing fraudulent crime investigations and promoting the restriction of theft activities all in order to maintain the security of public property. We are continuously encouraging the construction of new landscapes among townships and we
are also reinforcing concepts and practices involving the utilization of ecological engineering in township landscape transformational improvements. We are accelerating sewage construction in order to promote increasing sewer usage rates. We are continuously handling life circle road system constructions and reinforcing the implementation of green building. We in addition are perfecting disaster prevention and rescue systems and promoting three-dimensional disaster relief efficiencies and strengthening disaster relief operations, promoting the quality and efficiency of emergency aid services for people being transported to hospitals.
　

This Ministry is also strengthening our air service quantity activities and increasing supportive actions against aerial fires, disasters and various other emergencies. We have also maintained the strength necessary to take care of foreign spouses and entry and exit management strictly, we are promoting network convenience services and have promoted the establishment of our national territorial information system. All of these efforts are aimed not only at improving democracy and balancing local developments within this country but also at increasing people's welfare, maintaining social order and finally at improving our peoples living standards. Looking at the past, we have, by dint of strong efforts, achieved our internal domestic goals and our targets.

Looking to the future, we will promote the MOI's mission by answering those questions that were irresolvable in the past. We are also diligently working to improve the quality of work executed for the government thus encouraging organizations that interface with us to choose the correct path of providing fair and honest services to this Ministry. Furthermore, we will develop and expedite new ideas in order to create a safe, contented, healthy, sustainable living environment within a fair and just society in hopes of providing progressive services throughout our country. We hope that the public can express their opinions and provide support, so that we can make continual improvements to our administration.
　

In order to further people's understanding of the functions of this Ministry, we have, in
accordance with the latest statistical information available, compiled this publication titled An Outline of Interior Affairs, Republic of China. Its contents are focused on exactly how various parts of our government and society execute their daily functions. We are also including various concise statistical tables and figures within this publication to provide a clear picture of the Republic of China. Because this editing function is extremely rigorous and time consuming, it still remains difficult to avoid errors despite the best efforts of all of my colleagues. We welcome your comments and corrections to serve as guidelines for future tasks.
