I. Functions and Responsibilities

The Ministry of the Interior is in charge of:
1. Administration of the Internal affairs of the Republic of China.
2.Guiding and supervising chief local-government administrators in their execution of Ministry
    programs.
3.Whenever necessary, suspending or revoking orders or decisions of these chief administrators if
   deemed contrary to the laws and regulations of the Executive Yuan.

II.Current Organization

The Ministry of the Interior is composed of ten departments, one office, five committees, one center, seven agencies and one provisional office.In addition, there are fourteen subordinate agencies involving social affairs and two handling land affairs. All these agencies function under the Ministry of the Interior. See Figure 1-1.

III. Responsibilities of Administrative Units

1.The Department of Civil Affairs is charged with administering various quasi-autonomous operations of local governments, and also with administration and management of frontier areas, public properties, political organizations, elections, religious ceremonies and customs, funeral and memorial services, and memorial rites as well as other civil affairs.

2.The Department of Household Registration Affairs handles household registrations, nationality administrations, population policies, and issuance of identification cards, emigration planning and other affairs concerning population administration.

3.The Department of Social Affairs is responsible for social welfare, social insurance, social relief, community development, social services, rehabilitation of physically and mentally disabled citizens, civil organizations, and other social administration affairs.

4.The Department of Land Administration controls land surveys and registrations, land value assessments, equalization of land rights, land entitlement investigations, land consolidation, land expropriation, land utilization, territorial administration and other land administration affairs.

IV. Responsibilities of Subordinate Agencies

1.The National Police Agency administers national police affairs.
2.The Construction and Planning Agency handles matters involving administration of national
   construction affairs.
3.The National Fire Agency controls national fire fighting matters.
4.The Conscription Agency covers military conscription administration and substitute-service
   administration affairs.
5.The Central Police University is responsible for coordinating academic police research and
   education of police officers.
6.The Architecture and Building Research Institute is in charge of national architectural research and
   development.
7.The Child Welfare Bureau handles national child welfare affairs.
8. The National Airborne Service Headquarters Provisional Office is responsible for supporting aeria
    l disasters, emergencies and exploration of disaster scenes and of airborne transportation. This
    servicewas established on 10 March, 2004.
