The Ministry of the Interior is charged with administration of the Nation’s internal affairs. The scope of its duties covers population, land, construction, military service administration, social welfare, local administration systems, peace and order, and disaster/emergency aid and rescue. The Ministry closely monitors the rights and welfare of the residents, social welfare, and every aspect of national development. To speed up the progress of the Nation, strengthen social peace and order, and upgrade the quality of people’s lives, the Ministry strives to achieve the following: photo
       1.Accomplish government reform to boost government vitality;
       2.Provide convenient welfare services;
       3.Care for the minorities;
       4.Promote a fair military service system;
       5.Implement pragmatic growth management to promote sustainable development;
       6.Reinforce police administration reform;
       7.Strengthen crisis management to build a comprehensive disaster prevention system;
       8.Manage the goals to rebuild the Nation into a beautiful hometown;
       9.Implement walk-around management and close planning/control

The above objectives seek to ensure a comprehensively planned administration and encourage all personnel to push forward various operations with proactive, sincere, caring, and innovative attitudes.

To enable the public to further understand the operation of the Ministry, the Ministry especially summarized its recent key works in the following sections:

  • Advocate political democracy and instill local self-government;
  • Strictly enforce a democratic constitution to promote party politics;
  • Promote legalization of religions to foster healthy religious group organization;
  • Preserve cultural values, ceremonies and customs;
  • Conserve historical sites and promote high-quality culture;
  • Implement pragmatic household registration management to ensure the rights of the people;
  • Strengthen nationality administration and management;
  • Implement pragmatic migration counseling to protect the rights of migrants;
  • Strengthen the system of substitute military service;
  • Enhance military service physical checkup;
  • Implement life-assistance to families of drafted service personnel and ensure the rights of draftees;
  • Plan the elderly economic security system;
  • Strengthen care for the minorities;
  • Guide non-governmental organizations to build healthy organizations and strengthen counseling for cooperative projects;
  • Continuously strengthen care for minority children;
  • Strengthen prevention of sexual assault and domestic violence;
  • Build comprehensive land registration database;
  • Promote regional administration;
  • Reasonably adjust land ownership;
  • Set up a national land information system;
  • Design effective control of illegal ammunitions and contain theft/robbery;
  • Strengthen traffic management and police equipment supply;
  • Boost border-control operations and streamline operational procedures;
  • Establish an island-wide digital communications system;
  • Structure a healthy land planning system to enable sustainable development of the nation’s lands;
  • Push forward city design, city renewal, and new township development;
  • Strengthen improvement of no-hindrance spaces in public buildings by implementing the “Public Safety Maintenance Project”;
  • Promote fire prevention system;
  • Reinforce disaster aid and rescue system through disaster rescue training and improving efficiency;
  • Strengthen rescue human resources and facilities;
  • Improve the quality of emergency care and upgrade fire investigation technologies.

All of the above key tasks are projected to promote democracy and balanced local development, improve the welfare of people, and maintain social harmony for the objective of upgrading the quality of people’s lives.

Reviewing the past, internal affairs management has shown favorable results. Looking into the future, the Nation is in the midst of a speedy transformation into a democratic, liberal, and diversified nation. This process impacts traditional moral and social values; it is inevitable that people find it difficult to adjust and consequently social disorders. Therefore, we, at the Ministry, strive to develop Taiwan and create a happy and harmonious society. Our mission is far-reaching and crucial. Every staff of our Ministry vow to devote ourselves with the utmost vigilance to ensure smooth implementation of the missions entrusted to us by our nation.

Internal affairs administration is a highly complex job. It is insufficient if we were to rely solely on the limited resources of government to build a happy, harmonious society and ensure the welfare of the people. Therefore, we wish that society provide us valuable suggestions and give us timely support and cooperation. Hand in hand, we can bring fresh and bright opportunities to our hopeful people.To provide society a further understanding of the operations and recent projects of the Ministry, the Ministry compiled the book, Essentials of Interior Administration, based on the most updated statistical information. The content of the publication focuses on the key operations, their execution, process, and results. The literature is clear and straightforward with comprehensive diagrams. The Summary provides a clear outline of internal affairs administration. Compilation of this book is a huge task. Our colleagues have put in their best efforts in editing this book. Only, mistakes and omissions are inevitable. We welcome all comments and suggestions. Your valuable comments and suggestions will provide us valuable references for future improvements.
